ORDINANCE NO ~~` ~~~
AN ORDINANCE ADJUSTING THE TOTAL NUMBER OF AUTHORIZED
CIVIL SERVICE POSITIONS AT EACH CLASSIFICATION (RANK) IN THE
FIRE DEPARTMENT FOR FISCAL YEAR 2003-2004 PROVIDING FOR
THE CREATION OF ONE ADDITIONAL BATTALION CHIEF POSITION
PROVIDING FOR THE DELETION OF ONE CAPTAIN POSITION
PROVIDING A STATEMENT OF PURPOSE AND INTENT PROVIDING
THAT THIS ORDINANCE SHALL BE CUMULATIVE PROVIDING A
SEVERABILITY CLAUSE AND PROVIDING AN EFFECTIVE DATE.
WHEREAS the City's Ordinance No 15703 the most recent ordinance
concerning the authorized and budgeted positions for the Fire Department, adjusted the
Department's civil service staffing as follows
Deputy Chiefs 3
Battalion Chiefs 23
Captains 80
Lieutenants 112
Engineers 182
Firefighters ~4
TOTAL 774
WHEREAS the Fire Chief now requests that the Council readjust the total
authorized number of Fire Department civil service positions at the classifications (ranks)
listed below for the remainder of the 2003-2004 Fiscal Year in conformity with the
changes set forth below and
WHEREAS pursuant to Chapter 143 021(a) Texas Local Government Code the
City Council may prescribe and/or adjust the authorized number of positions in each
classification (rank) by ordinance
NOW THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF FORT WORTH TEXAS
SECTION 1
That, effective immediately upon the adoption of this ordinance the following
positions shall be the only civil service positions in each classification (rank) authorized m
the City of Fort Worth Fire Department for the remainder of the Fiscal Year 2003-2004 or
until modified by subsequent ordinance

SECTION 2
The additional battalion chief position and the deleted captain position will both
exist for a period of time After the promotion of the next eligible fire captain to battalion
chief an eligible fire lieutenant will be promoted to captain immediately demoted and
placed on a reinstatement list that will be in effect until he or she is promoted into the
next vacant fire captain position or for one year whichever comes first. This
promotion/demotion .process will continue through the firefighter rank
SECTION 3
It is hereby declared to be the intention of the City Council that the phrases
clauses sentences paragraphs or sections of this ordinance are severable and if any
phrase clause sentence paragraph or section of this ordinance shall be declared
unconstitutional by the valid judgment or decree of any court of competent jurisdiction
such unconstitutionality shall not affect any of the remaining phrases clauses sentences
paragraphs and sections of this ordinance since the same would have been enacted by
the City Council without the incorporation in this ordinance of any such unconstitutional
phrase clause sentence paragraph or section
SECTION 4
This ordinance shall take effect upon adoption

Ordinance Adjusting the Authorized Civil Service Staffing in the Fire Department by Adding One Fire
Battalion Chief Position and Deleting One Fire Captain Position
RECOMMENDATION
It is recommended that the City Council adopt the attached ordinance specifying the number of authorized
positions in the Fire Department, thereby effectively increasing the number of authorized Battalion Chief
positions in the Fire Department by one and decreasing the number of authorized Captain positions by
one.
DISCUSSION
The Fire Department proposes that the current Fire Captain position responsible for supervision of the Fire
Alarm Office be upgraded, to a Fire Battalion Chief position based on the increased duties, responsibilities,
and technological expertise required of the position.
Upon approval of the attached ordinance the additional Battalion Chief position and the deleted Captain
position will both exist for a period of time After the promotion of the next eligible Fire Captain to Battalion
Chief an eligible Fire Lieutenant will be promoted to Captain immediately demoted and placed on a
reinstatement list that will be in effect until he or she is promoted into the next vacant Fire Captain position
or for one year whichever comes first. This promotion/demotion process will continue through the
Firefighter rank.
The addition and deletion of the Battalion Chief and Captain positions referred to above would result in the
following changes in the authorized strength of the Fire Department:
