HomeMy WebLinkAboutOrdinance 16042~'` ~,, Ordinance No. ' ~o~ ~ ~- AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $500 000 SUBJECT TO RECEIPT OF THE TRANSPORTATION AND COMMUNITY AND SYSTEM PRESERVATION PILOT PROGRAM GRANT FROM THE FEDERAL HIGHWAY ADMINISTRATION FOR THE PURPOSE OF FUNDING THE DESIGN AND CONSTRUCTION OF NEIGHBORHOOD TRAIL CONNECTIONS TO THE TRINITY RIVER TRAIL SYSTEM; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2003-2004 and in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $500 000 subject to receipt of the Transportation and Community and System Preservation Pilot Program grant from the Federal Highway Administration, for the purpose of funding the design and construction of neighborhood trail connections to the Trinity River Rail System SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.. Authorize the City Manager to apply for and accept a Transportation and Community and System Preservation Pilot Program (TCSP) grant, in the amount of $500 000 00 from the Federal Highway Administration for the design and construction of neighborhood trail connections to the Trinity River Trail System and 2. Authorize the City Manager to execute a Grant Agreement with the Texas Department of Transportation (TxDOT) and 3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $500 000 00 upon receipt of the grant. D{SCUSS{ON On June 3 2003 (M&C G-13989) the City Council adopted the Trinity River Vision Master Plan as a guide for future development along the Trinity River and its major tributaries. The vision of the master plan is to preserve and enhance the river and its corridors, so they remain essential greenways for open space trails, neighborhood trail connections, wildlife and special recreation areas The master plan recommends increased connections to adjacent neighborhoods and parks throughout the City In FY2002-03 the City received a TCSP grant in the amount of $500 000 00 With these funds, the FosterJKellis Park corridor project was completed for $119 410 50 The remaining $380 589 50 will be used for the evaluation of potential neighborhood trail connections throughout the City and preparation of preliminary design and cost estimates for the selected high-priority connections. During the 2004 federal appropriations process, the City received a TCSP earmark in the amount of $500 000 00 to support the design and construction of the identified high-priority connections. The TCSP funds do not have a matching requirement. The Parks and Community Services Department (PACSD) will manage the contract for site selection and construction with assistance from the Planning and Transportation Public Works Department (TPW) The PACSD will contract with an appropriate consultant to evaluate and design the neighborhood trail connections.
