AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $12,870 676 00 SUBJECT TO RECEIPT OF
THE GRANT FROM THE U S. DEPARTMENT OF HOUSING AND URBAN.
DEVELOPMENT FOR THE PURPOSE OF FUNDING THE CITY'S CONSOLIDATED
ACTION PLAN' MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2003-2004 and
in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $12,870,676.00 subject to receipt of the grant from the U S Department of
Housing and Urban Development, for the purpose of funding the City's Consolidated Action Plan
SECTION 2
That should any portion, section or part of a section of this ordinance be declared invalid inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 15636 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

Public Hearing and Approval of the 2004-2005 Consolidated Action Plan Grant Application for
Submission to the U S Department of Housing and Urban Development
RECOMMENDATION
It is recommended that the City Council
1 Conduct a Public Hearing to allow citizen input and consideration of the 2004-2005 Consolidated Action
Plan (CAP)
2. Authorize the City Manager to submit the City's CAP grant application to the U S Department of
Housing and Urban Development (HUD) and
3 Authorize the use of $500 000 in estimated program income from the interest earned and Revolving
Loan Fund and
4 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount of $12 870 676 ($7 900 000 for Community Development Block Grant~Program
funds, $500 000 in estimated program income $3 342,272 in HOME Investment Partnerships Program
funds, $293 404 in Emergency Shelter Grant Program funds and $835 000 for Housing Opportunities for
Persons with HIV/AIDS funds) subject to receipt of the grants and
5 Apply indirect cost rates as applicable for the Grants Fund
DISCUSSION
In 1994 HUD put forth a new policy regarding housing and community development activities carried out by
local jurisdictions, which requires jurisdictions to submit a CAP grant application The CAP grant application
is a document which combines the application and planning processes for the four major HUD funding
sources.

On April 15 2003 the City submitted its amended Consolidated Plan to HUD which included a Citizen
Participation Plan a Two-Year Strategic Plan and an Action Plan detailing the funding use of activities.

Working cooperatively with non-profit organizations school districts, and the private sector City staff was
able to produce a Consolidated Plan which was both broad in scope and comprehensive with respect to
inclusion of activities and funding sources outside the four grants listed above
Each year the City is required to submit a revised CAP grant application detailing the activities to be funded
by the four major funding sources. The funding figures reflect the City's allocations, and are based on HUD
FY2004 formula allocations for the Community Planning and Development Programs.
The CAP grant details the projected use of funds for the upcoming program year beginning June 1 2004 to
May 31 2005 The CAP grant application will make the City eligible to receive grant funding for the four
HUD programs listed above. At least 51 °lo of these funds will benefit low and moderate-income citizens in
the City of Fort Worth
In accordance with Title 24 Part 91 Section 105 of the Code of Federal Regulations and the City's Citizen
Participation Plan a 30-day comment period on the proposed application was conducted from March 5
2004 until April 5 2004
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval of the above recommendations adoption of the attached
appropriation ordinance and receipt of the grants funds will be available in the current operating budget, as
appropriated of the Grants .Fund
