HomeMy WebLinkAboutOrdinance 15945Ordinance No / ~ 9 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $29,600 00 SUBJECT TO RECEIPT OF THE GRANT FROM THE NORTH TEXAS CLEAN AIR COALITION FOR THE PURPOSE OF FUNDING A COMMUNITY GRANT PROGRAM MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2003-2004 and in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $29,600 00 subject to receipt of the grant from the North Texas Clean Air Coalition, for the purpose of funding a Community Grant Program SECTION 2 That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction such decision opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 15636 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the City Manager to accept and execute the NTCAC grant contract, if awarded and 3 Adopt the attached appropriation ordinance increasing estimate receipts and appropriations up to $29 600 in the Grants Funds subject to receipt of the funds. DISCUSSION In April 2004 the Environmental Protection Agency (EPA) will promulgate the new 8-hour monitoring requirements for ozone and lay out the implementation plan for the Dallas/Fort Worth (DFW) region EPA will also announce the new 8-hour non-attainment area for this region In response to the new 8-hour monitoring requirements voluntary actions by citizens in the region will be more important than ever Many citizens are not aware how their daily activities affect air pollution The more people who are aware of how daily activities affect air pollution the more likely they are to change their behaviors and help improve air quality in Fort Worth. and North Texas. There is no better place to reach the public on air quality issues than while they are in their car driving to and from work, and/or encountering traffic congestion and delays The City of Fort Worth will use these grant funds to expand its own outreach efforts by placing a total of 448 air quality banners on light poles in high visibility areas along the streets of Fort Worth and through the DFW Airport entrances. The banners will be on display for two months between July and September reinforcing other ozone campaign messages and inform citizens of a simple task they can do to help clean up the air in North Texas. The banners will be displayed in downtown Fort Worth and along University Drive and Hulen Street. Plans also include placing the banners through the DFW Airport entrance. FISCAL INFORMATION/CERTIFICATION The Finance Director certifies that upon approval of the above recommendations, adoption of the attached appropriation ordinance and receipt of the grants funds will be available in the current operating budget, as appropriated of the Grants Fund.
