HomeMy WebLinkAboutOrdinance 16151Ordinance No. ` ~ ` "' AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $7,000 SUBJECT TO RECEIPT OF THE GRANT FROM THE FEDERAL EMERGENCY MANAGEMENT AGENCY DEPARTMENT OF HOMELAND SECURITY FOR THE PURPOSE OF FUNDING THE FIRE PREVENTION AND SAFETY GRANT PROGRAM; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2004-2005 and in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $7 000 subject to receipt of the grant from the Federal Emergency Management Agency Department of Homeland Security for the purpose of funding the Fire Prevention and Safety Grant program. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid inoperative or void for any reason by a court of competent jurisdiction such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 16061 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect upon adoption. City of Fort Worth, Texas Mayor and Council Communication COUNCIL ACTION Approved on 10/5/2004 Ordinance No 16151 DATE Tuesday October 05 2004 LOG NAME 3604FPSG REFERENCE NO *G-14524 SUBJECT Application for and Acceptance of FY 2004 Fire Prevention and Safety Grant from the Department of Homeland Security/Federal Emergency Management Agency in the Amount of $7 000 RECOMMENDATION It is recommended that the City Council. 1 Authorize the City Manager to apply for and accept if awarded a one-year grant from the Department of Homeland Security/Federal Emergency Management Agency's FY 2004 Fire Prevention and Safety Grant Program 2. Authorize the transfer of $2,100 as required for the City's 30 percent match from the General Fund to the Grants Fund 3 Adopt the attached appropriations ordinance increasing estimated receipts and appropriations in the Grants Fund by $7 000 subject to receipt of the funds. DISCUSSION The Department of Homeland Security through the Federal Emergency Management Agency (FEMA) annually provides funding for local fire departments to purchase materials to support their fire safety and prevention programs The goal of this program is the reduction of fires and fire injuries especially among certain targeted high-risk groups such as children and the elderly One of the variations of programs supported by the grant is smoke alarm and smoke alarm battery distribution Since 72-80 percent of all fire deaths occur in residences without a working smoke alarm this is ahigh-priority area for the grant to address. For several years the City of Fort Worth Fire Department has run a smoke alarm installation program that has targeted high-risk areas of the City and has dramatically reduced fires and fire related injuries in those areas as a result. The success of the program and the numerous partnerships fostered amongst the Fire Department, local businesses and local volunteer groups was impressive enough for the Fire Department to previously have been awarded a FY 2003 Fire Prevention and Safety Grant. If the City Council approves application for the FY 2004 grant and it is awarded the Fire Department will use the funds to further enhance and expand its smoke alarm installation program This grant is a matching grant requiring the Fire Department to provide 30 percent of the requested funding The total grant amount would be $7 000 of which the Fire Department would designate $2 100 of the Fire Safety Budget as the' matching funds These funds are already budgeted for the purchase of supplies to support the Department's smoke alarm installation efforts and will be spent regardless of whether the grant is awarded.
