AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GRANTS FUND IN THE AMOUNT 4F $3,853,348.25, SUBJECT TD RECEIPT
OF FISCAL YEAR 2049 HQMELAND SECURITY GRANT PROGRAM FUNDS, FOR THE
PURPGSE aF ASSISTING COMMUNITIES ENHANCE THEIR CAPABILITY TG
PREVENT, RESPQND T4 AND RECOVER FRAM ACTS GF TERRGRISM AND
NATURAL DISASTERS; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE GF PRIGR GRDINANCES AND REPEALING ALL PRIOR
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT QRDAINED BY THE CITY CGUNCIL QF THE CITY aF FORT WQRTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2009-2414 and
in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in
the Grants Fund in the amount of $3,853,348.25, subject to receipt of Fiscal Year 2009 Homeland
Security Grant Program funds, for the purpose of assisting communities enhance their capability to
prevent, respond to and recover from acts of terrorism and natural disasters.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.18809 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Emergency Management, Ratify the Execution of all Applicable Grant Contracts and Adopt Appropriation
Ordinance
REC~MMENDATI~N:
It is recommended that the City Council:
1. Ratify the Fire Department, Office of Emergency Management, Application for and Acceptance of, if
awarded, an Amount Not to Exceed $3,853,348.25 in Fiscal Year 2009 Homeland Security Grant Funds
from the State of Texas, Division of Emergency Management, consisting of:
. Urban Area Security Initiative grant (CFDA No. 97.008): $2,666,296.25;
. Urban Area Security Initiative -LEAP (CFDA No. 97.008): $865,831.00;
. Metropolitan Medical Response System (MMRS) grant (CFDA No. 97.071): $321,221.00;
Combined total award: $3,853,348.25;
2. Ratify the City Manager's Execution of all Applicable Grant Contracts; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $3,853,348.25, subject to receipt of the award.
DISCUSSION:
The United States Department of Homeland Security ~DHS}through the State of Texas, Division of
Emergency Management, awards grant funds to jurisdictions in Texas on the basis of risk, demographics
and other related needs to enhance a community's capability to prevent, respond to, and recover from
acts of terrorism and natural disasters. This grant program encourages jurisdictions to strengthen local
and regional preparedness efforts and to seek benefits available through cooperative action.
The City of Fort Worth (City) participates with other jurisdictions in the North Central Texas Council of
Governments to develop and implement capabilities and processes to increase regional and individual
community readiness in alignment with federal and state homeland security strategies.
The Fiscal Year 2009 Homeland Security Grant Program (HSGP) marks the fifth year the City has been
awarded funds under the Urban Area Security Initiative (UASI) grant. In 2009, 62 high risk
communities/regions across the nation were awarded UASI grants by the DHS. Funding under the
program will be used by the Fire Department, Police Department and other City departments to increase
the community's capacity to prepare for, prevent and respond to terrorism incidents.

In addition, the City is one of 124 recipients nationwide to receive funding under the Metropolitan Medical
Response System (MMRS) grant, the third sub-program listed above. The MMRS grant will be used to
support planning and equipment to improve response to mass casualty incidents.
The Fire Department, Office of Emergency Management, will coordinate with various City departments in
the development and implementation of projects in the areas of threat and vulnerability assessment, risk
reduction, plan development, capability enhancement, public education and readiness, training and
exercises in support of the overall preparedness efforts of our community. The term of the grant is from
August 1, 2009, to April 15, 2012.
This grant has no local match requirement.
FISCAL INFORMATION I CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations,
acceptance and execution of the grant contract and adoption of the attached appropriation ordinance,
funds will be available in the current operating budget, as appropriated, of the Grants Fund.
