AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE SPECIAL TRUST FUND IN THE AMOUNT OF
$4 000 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING THE
TSTI FIREFIGHTER APPRENTICESHIP PRORAM, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2003-
2004 in the Budget of the City Manager there shall also be increased estimated receipts and
appropriations in the Special Trust Fund in the amount of $4 000 from available funds for the
purpose of funding the TSTI Firefighter Apprenticeship Program
SECTION 2
That should any portion, section or part of a section of this ordinance be declared invalid
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall. be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 15636 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect upon adoption

RECOMMENDATION
It is recommended that the City Council
Accept funds from Tarrant County College in the amount of $4 000 and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Special Trust Fund TSTI Firefighter Apprenticeship Program by $4 000 from available funds.
DISCUSSION
The Bureau of Apprenticeship and Training U S Department of Labor provides funds for local
apprenticeship training and on-the job programs.
In Texas the firefighter apprenticeship program is funded through the Texas Higher Education Coordinating
Board and is administered locally by Tarrant County College The intent of the program is to teach a set of
standardized skills to firefighters across the county
Funding is based on the number of enrollees in the program and contact hours received by each
enrollee Approved expenditures of apprenticeship funds include instructional salaries instructional
materials/supplies instructional equipment, rental office supplies postage and travel The Fire Department
will use these funds to purchase instructional equipment for use in delivering training programs
The Fire Department enrolls all newly trained firefighters in the three-year program after their graduation
from the Fire Department Training Academy Each participant is required to complete a written lesson and
become proficient in a particular firefighting skill each month of the three-year lesson cycle The lessons
and skills are taught by each fire station officer and each participant is evaluated every six months by
Training Academy staff
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon adoption of the attached appropriation ordinance funds will be
available in the current operating budget, as appropriated of the Special Trust Fund TSTI Firefighter
Apprenticeship Program
