HomeMy WebLinkAboutOrdinance 16055 /r~~ Ordinance No l 1~~" - -- AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $15 789 474 SUBJECT TO RECEIPT OF THE GRANT FROM THE FEDERAL AVIATION ADMINISTRATION, FOR THE PURPOSE OF FUNDING ADDITIONAL WORK ASSOCIATED WITH THE RUNWAY EXTENSION PROJECT FOR 16R AND 16L AT FORT WORTH ALLIANCE AIRPORT MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2003-2004 and in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $15,789 474 subject to receipt of the grant from the Federal Aviation Administration, for the purpose of funding additional work associated with the Runway Extension project for 16r and 16L at Fort Worth Alliance Airport. ~ SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid imo.perative or void for any reason by a court of competent jurisdiction such decision opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 15636 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the use of land credits in the amount of $789 474 for the City's in-kind local match of 5% of the project cost; and 3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $15 789 474 subject to receipt of the grant. DISCUSSION On May 4 2004 (M&C C-20055) the City Council approved submission of a grant from the Federal Aviation Administration in the amount of $4 698 197 for additional work on the Alliance Runway Extension Project at Fort Worth Alliance Airport. The FAA has advised the City that additional discretionary money may be available and recommends that the City submit a revised application increasing the requested amount to $15 000 000 The Alliance Runway Extension Project is a multi-phase project that will be completed based on the availability of federal funds. Several phases have already been awarded and are in various stages of completion. Phases I and II comprise the environmental assessment and the land acquisition portions of the project, which are nearing completion Phases III and IV are the design early earthwork, and infrastructure phases that will include the design of FM 156 BNSF Railroad and Eagle Parkway relocations. Upon receipt of a grant from the FAA, the scope of work to be done under this phase of the Runway Extension Project will be identified and an amendment to the Program Management Contract with Carter & Burgess will be prepared and brought back to Council for approval Alliance Airport is located in Council District 2.
