HomeMy WebLinkAboutOrdinance 15870/580 Ordinance No AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $500 000.00 SUBJECT TO RECEIPT OF THE GRANT FROM THE TEXAS DEPARTMENT OF HUMAN SERVICES, FOR THE PURPOSE OF FUNDING A CONTRACT WITH THE TEXAS DEPARTMENT OF HUMANS SERVICES FOR THE 2004 SUMMER FOOD SERVICE PROGRAM; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2003-2004 and in the Budget of the City Manager there shall also'be increased estimated receipts and appropriations in the Grants Fund in the amount of $500 000 00 subject to receipt of the grant from the Texas Department of Human Services, for the purpose of funding a contract with the Texas Department of Human Services for the 2004 Summer Food Service Program SECTION 2 That should any portion, section or part of a section of this ordinance be declared invalid inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 15636 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect upon adoption APPROVED AS TO FORM AND LEGALITY Assistant City ttorney ADOPTED AND EFFECTIVE. ~-- I ~-~~- City of Fort Worth, Texas Mayor and Council Communication COUNCIL ACTION Approved on 2/10/2004 Ordinance No 15870 DATE Tuesday February 10 2004 LOG NAME 80FOOD04 REFERENCE NO *C-19962 SUBJECT Contract with the Texas Department of Human Services for the Year 2004 Summer Food Service Program RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manager to apply for and accept, if awarded a grant from the Texas Department of Human Services (TDHS) requesting up to $500 000 00 from their Year 2004 Summer Food Service Program and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $500 000 00 subject to receipt of the grant; and 3 Authorize the execution of a contract with TDHS for the 2004 Summer Food Service Program upon receipt of the grant; and 4 Apply an indirect cost rate of 20 88% which is the most recently approved rate for this department, and apply the new approved rate when available. DISCUSSION The City has sponsored the Summer Food Service Program for children since 1969 This program provides nutritious lunches and snacks prepared and delivered by a private vendor to youth 18 years of age and younger including families in low-income housing Last year 126 975 lunches and 146 948 snacks were served to 6 549 children at 60 sites for a total operating cost of $365 844 59 The total administrative cost was $33 744 65 TDHS has notified the City that funds are available for the operation of the 2004 Summer Food Service Program It is projected that 127 000 lunches and 147 000 snacks will be served to approximately 6 600 children at 65 sites for the period from May 31 2004 through August 6 2004 The Parks and Community Services Department, Community Services Division will administer this program according to guidelines established by the TDHS This program requires daily monitoring of serving sites. Four existing employees will be paid from the Grants Fund for 2 hours up to a maximum of 40 hours per week. In addition eight temporary employees will be added to aid in the monitoring and implementation of the program.
