AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $75,000
FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING A CONTRACT
WITH THE TEXAS HEALTH AND HUMAN SERVICES COMMISSION FOR A
CHILD AND ADULT CARE NUTRITION PROGRAM FOR AT RISK AFTER
SCHOOL PROGRAMS MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS•
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2003-
2004 and in the Budget of the City Manager there shall also be increased estimated receipts and
appropriations in the Grants Fund in the amount of $75 000 from available funds for the purpose of
funding a contract with the Texas Health and Human Services Commission for a Child and Adult
Care Nutrition Program for At Risk After School Programs.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 15636 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect upon adoption.

RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to apply for and accept, if awarded a grant from the Texas Health and
Human Services Commission (HHSC) requesting up to $75 000 from the Year 2005 Child and Adult Care
Nutrition Program (CACNP) for At Risk After School Programs funds and
2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $75 000 from available funds and
3 Authorize the execution of a contract with HHSC for the CACNP for At Risk After School Programs for
the period October 1 2004 through September 30 2005 upon receipt of the grant; and
4 Authorize the City Manager to waive the indirect costs as no salaries are involved
DISCUSSION
The Child Nutrition Reauthorization Act provides reimbursement for snacks served to individuals through
age 18 years who are participating in certain After School Programs The programs must be located in low-
income areas and should be designed to provide the types of activities known to reduce or prevent
involvement in juvenile crime The basic purpose of the program must be to provide care. for children after
the school day has ended and must provide children with regularly scheduled educational or enrichment
activities in a structured and supervised environment.
HHSC has notified the City that funds are available for the year 2005 CACNP for At Risk After School
Programs It is projected that 112,500 snacks will be served to approximately 625 children at 19 community
centers operating At Risk After School Programs from October 1 2004 through September 30 2005 The
Parks and Community Services Department's Community Services Division will administer the program
according to guidelines established by the Texas Health and Human Services Commission
