AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $15 000
FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING A CONTRACT
WITH THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS
TO ASSIST LOW-INCOME HOUSEHOLDS AFFECTED BY RECENT STORMS,
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2003-
2004 and in the Budget of the City Manager there shall also be increased estimated. receipts and
appropriations in the Grants Fund in the amount of $15,000 from available funds for the purpose of
funding a contract with the Texas Department of Housing and Community Affairs to assist low-
income households affected by recent storms
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 15636 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect upon adoption.

Acceptance of Grant and Execution of a Contract with Texas Department of Housing and
Community Affairs to Provide Flood and Storm Damage Assistance to Low Income Households
Adoption of Related Appropriations Ordinance and Waiver of Indirect Costs
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to execute a contract with the Texas Department of Housing and Community
Affairs (TDHCA) in the amount of $15 000 to assist low-income households affected by recent storms with
cleaning supplies bedding and other household items and
2. Adopt the attached appropriations ordinance increasing estimated receipts and appropriations in the
Grants Fund by $15 000 from available funds and
3 Authorize the City Manager to waive indirect costs as no salaries are involved
DISCUSSION
Between June 1st and June 9th 2004 severe storms struck Tarrant County which resulted in wide spread
power outages and damage to homes A dozen families residing on the top floor of the Northill Manor
Apartments located at 3625 Kearney 76106 (MAPSCO 47Z) had to relocate after strong winds and rains
damaged the roof on their units A range of houshold items including mattresses linens furnishings and
appliances were damaged by the rain Many low-income households in Northwest Tarrant County were
also adversely affected by flooding and experienced similar damages
The City of Fort Worth through its Parks and Community Services Department, requested and received
funds in the amount of $15 000 from TDHCA. These funds will be used to assist qualified households at or
below 125% of the Federal Poverty Income Guidelines

FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval of the above recommendation and adoption of the
attached appropriation ordinance funds will be available in the current operating budget, as appropriated of
the Grants fund
