AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE CAPITAL PROJECTS RESERVE FUND IN THE
AMOUNT OF $100 000 00 FROM AVAILABLE FUNDS FOR THE PURPOSE OF
FUNDING A TRANSFER TO THE NEW DEVELOPMENT FUND MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2003-
2004 in the Budget of the City Manager there shall also be increased estimated receipts and
appropriations in the Capital Projects Reserve Fund in the amount of $100 000.00 from available
funds for the purpose of funding a transfer to the New Development Fund.
SECTION 2.
That should any portion section or part of a section of this ordinance be deGared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sectigns, or parts of sections of this
ordinance which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No 15636 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

Appropriation Ordinance and Transfer from Capital Projects Reserve Fund to the New Development
Fund for Road Widening Adjacent to New Fire Station 38
RECOMMENDATION
It is recommended that the City Council:
1 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Capital Projects Reserve Fund by $100 000 from available funds, and,
2. Authorize the transfer of $100 000 from the Capital Projects Reserve Fund to the New Development
Fund, and;
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the New
Development Fund by $100 000 from available funds, and'
4 Approve the use of up to $100,000 of Enhanced Community Facilities Agreement funds for the widening
of the portion of Westport Parkway bordering the Fire Station 38 site when the property immediately to the
east of the fire station is developed.
DISCUSSION
On September 29 1998 (M&C C-24780) City Council authorized the City Manager to enter into a Land
Dedication Agreement with Hillwood Development Corp and accept a three acre site at the northeast
corner of Old Denton Road and SH 170 for the construction of the new Fire Station 38 The agreement
further stated that if subsequent to the date of the agreement, the designated site was determined to be
unsatisfactory to either party that a 'mutually acceptable and .reasonably comparable alternate site would
be identified The 1998 bond program approved $1 800 000 to construct and equip the new Fire Station

In 2003 the Fire Department implemented a computerized response time simulator that indicated that a site
to the southwest of the site originally designated would significantly improve response times to the
residential density being developed south of SH 170 City staff worked with Hillwood and identified a site at
the southeast corner of Park Vista Blvd. and Westport Parkway that is acceptable to both Hillwood and the
City Park Vista Blvd must be widened from two to four lanes to provide ingress and egress for the station
Even though this is a cost that would not be incurred at the original site considered Hillwood agreed to
cause the road widening of Park Vista B{vd at its expense As a part of the terms of this modification to the
original agreement, however Hillwood will require the City to participate in the addition of two lanes to
Westport Parkway (estimated cost of up to $100 000) for the approximately 350' of that road bordering the
fire station site when the property immediately to the east of the fire station site is developed. Hillwood
states that currently there is nothing in the works to develop that property and that there is no way of
predicting at what point in time such development will occur
This development is located in COUNCIL DISTRICT 2.
FISCAL INFORMATIONICERTIFICATION
The Finance Director certifies that upon approval of the above recommendation and adoption of the
attached appropriation ordinance funds will be available in the New Development Fund The cash balance
of the Capital Projects Reserve Fund after this transfer will be $2,481 970 The fiscal year end fund
balance at this time is projected to be $1 963 922.
