AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $116 452.00 SUBJECT TO RECEIPT OF
THE GRANT FROM THE TEXAS DEPARTMENT OF TRANSPORTATION, FOR THE
PURPOSE OF FUNDING THE COMPREHNSIVIE SELECTIVE TRAFFIC
ENFORCEMENT PROGRAM; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2003-2004 in the
Budget of the City Manager there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $116 452.00 subject to receipt of the grant from the Texas Department of
Transportation, for the purpose of funding the Comprehensive Selective Traffic Enforcement Program.
SECTION 2.
That should any portion section or part of a section of this ordinance be declared invalid inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions; sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 15636 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

Contract with the Texas Department of Transportation for Comprehensive Selective Traffic
Enforcement Program
RECOMMENDATION
It is recommended that the City Council.
1 Authorize the City Manager to execute a contract with the Texas Department of Transportation (TxDOT)
to continue to operate the Comprehensive Selective Traffic Enforcement Program (STEP) on an overtime
basis in the amount of $116 452 and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $116 452, and
3 Authorize the City Manager to waive indirect costs in the amount of $21 718- and
4 Authorize the transfer of $13 152 from the General Fund to the Grants Fund for the City's match
DISCUSSION
Officers will work on an overtime basis to decrease the total vehicle accidents at targeted STEP sites to
reduce speeds in excess of the posted speed limit, to arrest intoxicated drivers and to .increase safety belt
and safety seat usage rates
This program will begin as soon as contracts are authorized and signed and will end on September 30
2004 The total amount of the contract is $116 452. TxDOT will provide reimbursement for $103 320 in
overtime costs. The City will provide match in the amount of $13 132, which will be used to cover fringe
benefits associated with the overtime. The match dollars were budgeted in the Police Department's budget
for fiscal year 2003-2004
