HomeMy WebLinkAboutOrdinance 18943-12-2009Ordinance No. 18943-12-2009 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE CULTURE AND TGURISM FUND IN THE AMOUNT 4F $150,000.00, AND DECREASING THE UNRESERVED, UNDESIGNATED FUND BALANCE BY THE SAME AMOUNT, FOR THE PAYMENT OF CGSTS ASSOCIATED WITH HOSTING THE RELIGIOUS CGNFERENCE MANAGEMENT ASSCCIATIQN; PROVIDING FGR A SEVERABILITY CLAUSE; MAKING THIS GRDINANCE CUMULATIVE GF PR14R GRDINANCES; REPEALING ALL ORDINANCES IN CGNFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT GRDAINED BY THE CITY COUNCIL 4F THE CITY GF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2009-2010, there shall also be increased appropriations in the Culture and Tourism Fund in the amount of $150,000.00, and decreasing the unreserved, undesignated fund balance by the same amount, for the payment of costs associated with hosting the Religious Conference Management Association, SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 18809 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Authorize an amendment to City Secretary Contract Number 36003 as amended by City Secretary Contract Number 36632 with the Fort Worth Convention and Visitors Bureau for the payment of additional funds to pay costs in hosting the Religious Conference Management Association RCMA}world conference and Exposition, January 26 through January 29, 2010 in Fort Worth; and 2. Adopt the supplemental appropriation ordinance increasing appropriations in the Culture and Tourism Fund in the amount of $150,000.00 and decreasing the unreserved, undesignated fund balance by the same amount; and 3. Authorize payment of $150,000.00 to the Fort Worth Convention and Visitors Bureau. DISCUSSION: Fort Worth will host the Religious Conference Management Association (RCMA) World Conference and Exposition in January 2010. The meeting is expected to draw domestic and international meeting planners with an estimated economic impact of $1,952,000.00 in total spending for Fort Worth. The Fort Worth Convention and Visitors Bureau (CVB) has partnered with the State of Texas and other CVB's to raise funds to help with the expenses related to hosting this event. This request is to assist in funding such items as receptions, dinners, facility rental and other related expenses for the meeting planners visiting Fort Worth. The CVB communicated with other cities that have hosted RCMA to determine how much additional future business was generated as a result of the cities having hosted RCMA. Pittsburgh hosted RCMA in 2004 and reported an additional 123 definite meetings booked with 109,612 expected hotel room nights to be consumed. Louisville hosted RCMA in 2007 and has reported 27,381 future hotel room nights scheduled for its city. Grand Rapids hosted RCMA in 2009 and reported seven definite meetings booked with 20,999 future hotel room nights booked. This M&C appropriates funds from the fund balance of the Culture and Tourism Fund and authorizes a payment of $150,000.00 to the CVB. These funds will be utilized per the existing contract between the City and the Convention and Visitors Bureau. CERTIFICATION: The Finance Director certifies upon approval of the above recommendations and adoption of the attached supplemental appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Culture and Tourism Fund. Upon approval, the unreserved, undesignated fund balance of the Culture and Tourism Fund will exceed the minimum reserve requirement as outlined in the Financial Management Policy Statements.
