AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $413 482.00
SUBJECT TO EXECUTION OF THE AMENDED HOME GRANT FROM THE U S
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR THE
PURPOSE OF FUNDING THE AMERICAN DREAM DOWNPAYMENT
INITIATIVE ALLOCATION TO THE CITY OF FORT WORTH MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT
HEREWITH AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH
TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2003-
2004 and in the Budget of the City Manager there shall also be increased estimated receipts and
appropriations in the Grants Fund in the amount of $413 482.00 subject to execution of the
amended HOME grant with the U S Department of Housing and Urban Development for the
purpose of funding the American Dream Downpayment Initiative allocation to the City of Fort Worth.
SECTION 2
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 15636 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed

This ordinance shall take effect upon adoption

The City of Fort Worth is seeking PUBLIC COMMENT beginning Apri123 2004 on
the receipt of funds from the U S Department of Housing and Urban Development
(HUD) under the American Dream Downpayment Initiative (ADDI) Grant. ADDI funds
may only be used for down payment assistance towards the purchase of single family
housing by low income families (households with incomes at or below 80% of area
median income as determined by HUD) who are first-time homebuyers. Eligible project
cost include acquisition cost and related reasonable and necessary costs, rehabilitation (up
to a maximum of 20% of the allocation for FY 2004 and subsequent years) and
administration (for FY 2003 only up to 10% of the allocation)

RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to accept an amendment to the HOME grant from the U S Department of
Housing and Urban Development (HUD) in the amount of $413 482 for the American Dream
Downpayment Initiative (ADDI) allocation to the City of Fort Worth as follows

2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $413 482 in the existing HOME grant; and

and activities and modification to the HOME budget for the same fiscal years.

DISCUSSION
Public Law 108-186 signed by the President on December 16 2003 made the ADDI a new component
under the HOME Investment Partnerships Program (HOME) starting FY 2003 through 2007 HUD recently
notified the City of its ADDI allocation for Fiscal Years 2003 and 2004 amounting to $189 612 and
$223 870 respectively for a total of $413 482.
ADDI funds may only be used for down payment assistance towards the purchase of single family housing

The City currently administers a Homebuyers Assistance Program (HAP) operated:,with HOME funds. Staff
proposes to maintain the HAP goals set for this program (175 housing units the current fiscal year) and
utilize both HOME .and ADDI program funds The same eligibility and underwriting guidelines will be
applied The maximum subsidy under ADDI is 6% of the sales price or $10 000 whichever is greater The
HAP program s limit is $14 999 in target areas and $8 500 outside of the target areas. If needed HAP
funds will be used to supplement ADDI up to HAP limits To increase the initial HAP goal -would require
additional staff and other resources for which no funds are available The HOME funds replaced by ADDI
funds in the HAP are proposed to be reallocated to the City's Affordable Housing Development (AHDF) to
provide financial assistance to for-profit or nonprofit housing providers and developers directly or through
the Fort Worth Housing Finance Corporation s Housing Development .Fund (HDF) The three-year goal for
the City's participation in the HDF is $7 5 million from general fund and federal sources. So far the City has
contributed only $1 4 million in HOME funds
The above recommendations were endorsed by the Housing and Workforce Development Committee at its
March 16 2004 meeting
The HOME and ADDI-funded Homebuyers Assistance Program is available city-wide
