AN ORDINANCE ADOPTING THE CITY OF FORT WORTH 2004
COMPREHENSIVE PLAN ANALYZING POPULATION ECONOMIC AND
FINANCIAL TRENDS DESCRIBING MUNICIPAL SERVICES AND
FACILITIES DESCRIBING ECONOMIC AND TECHNOLOGICAL ISSUES
AFFECTING DEVELOPMENT DESCRIBING IMPLEMENTATION
TOOLS DIVIDING THE CITY INTO 16 PLANNING SECTORS
PROVIDING MAPS DESCRIBING PROPOSED FUTURE LAND USES AND
RECOMMENDED LAND USE POLICIES FOR EACH SECTOR,
ESTABLISHING GOALS AND RECOMMENDED POLICIES PROVIDING
A SEVERABILITY CLAUSE AND PROVIDING AN EFFECTIVE DATE
WHEREAS the Crty Council approved Ordinance No 15460 adopting the Fort Worth 2003
Comprehensive Plan on February 25 2003
WHEREAS the 2003 Comprehensive Plan is the Crty of Fort Worth s general guide for
making decisions about growth and development;
WHEREAS the 2003 Comprehensive Plan includes, without hmitahon, provisions on land
use, housing, parks and community services, libraries, human services, neighborhood capacity
building, economic development, transportation, education, historic preservation, urban design, arts
and culture, police services, fire and emergency services, environmental quality public health and
municipal facilities,
WHEREAS rt is the City Council s intent to update the Comprehensive Plan annually
WHEREAS after conducting a~omt work session with the City Plan Commission and the
Zoning Commission on August 27 2003 and briefing the City Council on September 2, 2003 the
Planning Department issued a public review draft of the 2004 Comprehensive Plan,
WHEREAS the Planning Department conducted a series of 18 community meetings and
held a Citywide Forum on October 23 2003 to receive comments on the 2004 Comprehensive
Plan,
WHEREAS on January 28 2004 the City Plan Commrssion conducted a public hearing on
the 2004 Comprehensive Plan and recommended that the City Council approve the plan with three
revisions (attached hereto as Exhibit A) add a policy and three strategies to the Housing chapter
relating to the dispersal of low income housing, add the 2003 Downtown Strategic Action Plan to
plans adopted by reference m Appendix A, and change the land use designation of certain property
m the Far North sector at the northwest quadrant of I 35W and Loop 820 so as to remove that
property from the Meacham mdustnal growth center
WHEREAS the City Council conducted a public hearing on the 2004 Comprehensive Plan
on February 10 2004 at which the public was given the opportunity to give testimony and present
written evidence
WHEREAS on February 17 2004 the City Council discussed the public hearing comments
and City staff's response, and directed staff to make the following additional revisions (attached
hereto as Exhibit B) revise land use policy #7 for the TCU/Westchff sector m Appendix C, and
change the land use designation of certain property m the Arlington Heights and TCU/Westchff
sectors, along the proposed SH 121 tollway
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF FORT WORTH
SECTION 1
The 2004 Comprehensive Plan of the Crty of Fort Worth is adopted as set out m Exhibits A
and B attached and incorporated as if contained herein, specifically including existing plans and
studies described m Appendix A to the Plan which are incorporated by reference.

SECTION 2.
The City of Fort Worth 2004 Comprehensive Plan (Exhibits A and B) supersedes and
replaces the 2003 Comprehensive Plan and all previously adopted sector plans
SECTION 3
It is hereby declared to be the intention of the City Council that the sections, paragraphs,
sentences, clauses and phrases of this ordinance are severable, and, if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared unconstitutional by the valid judgment or
decree of any court of competent jurisdiction, such unconstitutionality shall not affect any of the
remaining phrases, clauses, sentences, paragraphs and sections of this ordinance, since the same
would have been enacted by the City Council without the incorporation m this ordinance of any
such unconstitutional phrase, clause, sentence, paragraph or section.
SECTION 4
This ordinance shall take effect upon adoption.

RECOMMENDATION
It is recommended that the City Council approve the attached ordinance adopting the City of Fort Worth
2004 Comprehensive Plan
DISCUSSION
The City Council authorized staff to release a public hearing draft of the 2004 Comprehensive Plan for
public review on December 2, 2003
The City Plan Commission held a public hearing on the plan on January 28 2004 After receiving public
input, the City Plan Commission voted to recommend adoption of the plan with the following three revisions
Add a policy and three strategies to the Housing chapter relating to the dispersal of low-
income housing, as recommended by the City Council's Housing and Workforce Development
Committee and
Add the 2003 Downtown Strategic Action Plan to plans adopted by reference in Appendix A, and
Change the land use designation of certain property in the far north sector at the northwest quadrant
of IH-35W and Loop 820 so as fio remove that property from the Meacham industrial growth center
The City Council held a public hearing on February 10 2004 (M&C G-14257) on the plan as recommended
by the City Plan Commission On February 17 2004 the City Council discussed the public hearing
comments and City staff responses and directed staff to make the following additional revisions
Revise Policy No 7 for the TCU1Westcliff sector in Appendix C to read Encourage compatible
development along the Southwest Parkway corridor between the Trinity River and Arborlawn
Drive Promote single-family and low-density residential development on the east side of the tollway
adjacent to the Overton Woods neighborhood Promote low-density and medium-density residential
institutional and neighborhood commercial development on the west side of the tollway The
neighborhood commercial development should be limited to neighborhood commercial and
compatible general commercial land uses and it should conform to general commercial development
standards.
Change the land use designation of certain property in the Arlington Heights and TCU/Westcliff
sectors along the proposed SH-121 tollway in accordance with Attachment A.

projects to Appendices D and E.

Added two values aviation history and technology and can-do attitude to the Vision and Values

Added a table and text to the Land Use chapter describing zoning classifications and land uses that
tend to be appropriate within regional and community mixed-use growth centers and
Added a policy in the Land Use chapter on homeless shelters based on a recommendation from the
Shelter Advisory Group
