ORDINANCE NO ~~ ` AN ORDINANCE AMENDING CHAPTER 27 OF THE CODE OF THE CITY OF FORT WORTH, TEXAS (1986) PROVIDING FOR THE PAYMENT OF ASSIGNMENT PAY TO OFFICERS SERVING AS FIELD TRAINING OFFICERS WITHIN THE POLICE DEPARTMENT PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE, PROVIDING A SEVERABILITY CLAUSE PROVIDING FOR ENGROSSMENT AND ENROLLMENT OF THIS ORDINANCE AND PROVIDING AN EFFECTIVE DATE. BE IT HEREBY KNOWN WHEREAS the Chief of Police has advised the Council of the ongoing operations of the Police Department, and particularly m regard to the activrties of the Field Training Officer and WHEREAS the Council finds that those individuals at the rank of Officer who are from time to-time assigned to perform the specialized duties and functions of a Field Training Officer are deserving of additional compensation by way of assignment pay NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That Chapter 27 of the Code of the City of Fort Worth, Texas (1986) is hereby amended by adding a new Section.Z1'~o read as follows. See 27 ~ Assignment Pay -Field Training Officers. (a) The Police Chief or his or her designee may expressly designate individuals from the classification of Officer who have attained at least D-step (third year) for assignment to the duties of a Field Training Officer of the Department. Officers so assigned will perform the following functions with the Department: (1) Provide on a one to-one basis on-the fob framing to probationary police officers, ~- (2) Monitor evaluate, and document the performance of probationary officers, and (3) Correct and counsel performance deficiencies during the training of probationary officers and report their progress to the appropriate superior officer (b) Officers who are assigned the duties of a Field Trammg Officer shall receive, for each day they are so assigned and perform those functions, m addition to their regular pay an additional sum equal to ten percent (i0%) of the assigned officer's Base Pay and applicable step pay as shown in the City's salary schedule for the current fiscal year ("assignment pay") Assignment pay shall not accrue or be payable to an individual once that person is no longer assigned to perform the specialized duties of Field Trammg Officer SECTION 2. This ordinance does not create a new classified civil service rank or position within the Police Department. This ordinance does not create any new civil service vacancies at any classified rank or position within the Police Department. SECTION 3 The Mayor and Council Communication ("M&C") considered contemporaneously with this ordinance is hereby expressly incorporated herein by reference for purposes of determining the intended application of this ordinance. SECTION 4 This ordinance shall be cumulative of all provisions of ordinances and the Code of the City of Fort Worth, Texas (1986), as amended, except where the provisions of this ordinance are m direct conflict with the provisions of such ordinances and such Code, m which event conflicting provisions of such ordinances and such Code are hereby repealed. SECTION 5 It is hereby declared to be the intention of the Crty Council that the sections, paragraphs, sentences, clauses and phrases of this ordinance are severable, and, if any phrase, clause, sentence, paragraph or section of this ordinance shall be declared unconstitutional by the valid judgment or decree of any court of competent Iunsdiction, such unconstitutionality shall not affect any of the remaining phrases, clauses, sentences, paragraphs and sections of this ordinance, since the same would have been enacted by the City Council without the incorporation m this ordinance of any such unconstitutional phrase, clause, sentence, paragraph or section. SECTION 6 The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this ordinance by copying the caption and Section 1 m the minutes of the Crty Council and by filing the ordinance m the ordinance records of the City SECTION 7 This ordinance shall take full force and effect on and after its passage, and rt is so ordained. Following the Justex Study Police Department staff began assessing the role of the corporal/detective in the Field Operations Bureaus Currently there are three corporal/detectives assigned to each of twelve Neighborhood Policing Districts for a total of 36 positions These are call-answering positions that are factored into the Patrol Allocation Model when determining the need for resources They also serve as Field Training Officers (PTO's) when new recruits begin their field training The Justex Study recommended that PTO's be selected from the best available trainers and role models at the officer level rather than simply based on rank. Also the department is in need of additional detective staff in the investigative units In order to accomplish both of these goals, the department recommends that 24 of the 36 field corporals be phased out over time as promotional positions -are created. Instead selected officers who have attained at least the D step (i a three years tenure) will be paid an assignment pay for the days when they are assigned a trainee.. They will receive 10% of their base pay rate plus the applicable step pay as shown in the City's salary schedule for the current fiscal year 'Base pay rate shall not include amounts otherwise received for longevity pay educations{ incentive pay certification pay shift differential pay other assignment pay or overtime pay This ordinance does not create by implication or otherwise, any new classified positions, vacancies or ranks within the Police Department. There is no additional cost for this assignment .pay since the work was previously performed by an employee of a higher rank.
