AN ORDINANCE ADOPTING THE 2004 MASTER
THOROUGHFARE PLAN UPDATE REPLACING THE EXISTING
2002 MASTER THOROUGHFARE PLAN AND INCORPORATING
THE CURRENT STREET DEVELOPMENT STANDARDS,
PROVIDING THAT THIS ORDINANCE IS CUMULATIVE,
PROVIDING A SEVERABILITY CLAUSE, PROVIDING A
SAVINGS CLAUSE, AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, in May 1990 the City Council adopted the 1990 update of the Fort
Worth Master Thoroughfare Plan (MTP) and
WHEREAS, after plan adoption, there were many amendments and revisions to
the plan with new development m the City of Fort Worth and the extraterntorial
jurisdiction (ETJ)• and
WHEREAS, the Transportation and Public Works Department, m cooperation
with the Planning, Development, and Parks and Community Services Departments,
developed a new MTP in 2001 that was approved by the City Council in February 2002
as the City of Fort Worth 2002 MTP• and
WHEREAS, because of continued rapid development in the City of Fort Worth
and its ETJ Staff has developed a 2004 MTP Update along with revised Street
Development Standards, and
WHEREAS, the 2004 MTP Update is an updated version of the 2002 MTP as
it's alignments represent changes approved by the City Council through individual public
hearings since February 2002 and
WHEREAS, the Street Development Standards, as amended by Council in
February 2004 reduced the pavement widths for collector streets and local streets from
40 feet and 36 feet respectively to 36 feet and 34 feet, and added for areas within mixed-
use or high-density residential zoning the option fora 32 foot pavement width when
adequate off street parking is provided, and
WHEREAS, there are no new MTP amendments at this time that the City
Council is being asked to approve• and
WHEREAS, the Planning Commission received an update on the 2004 MTP
Update and revised Street Development Standards on Wednesday July 28 2004
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS
SECTION 1
The 2004 Master Thoroughfare Plan Update and Street Development Standards,
as amended, are hereby adopted, as set forth m Exhibit A attached hereto and
incorporated herein.
SECTION 2.
This ordinance shall be cumulative of all provisions of ordinances and of the
Code of the City of Fort Worth, Texas (1986), as amended, except where the provisions
of this ordinance are m direct conflict with the provisions of such ordinances and such
Code, in which event conflicting provisions of such ordinances and such Code are hereby
repealed.
SECTION 3
It is hereby declared to be the intention of the City Council that the sections,
paragraphs, sentences, clauses, and phrases of this ordinance are severable, and, if any
phrase, clause, sentence, paragraph or section of this ordinance shall be declared
unconstitutional by the valid judgment or decree of any court of competent ~unsdichon,
such unconstitutionality shall not affect any of the remaining phrases, clauses, sentences,
paragraphs and sections of this ordinance, since the same would have been enacted by the

City Council without the incorporation m this ordinance of any such unconstitutional
phrase, clause, sentence, paragraph or section.
SECTION 4
This ordinance shall take effect upon adoption.

RECOMMENDATION
It is recommended that the City Council adopt by ordinance the 2004 Master Thoroughfare Plan (MTP) and
Street Development Standards Update
DISCUSSION
The City Council is being asked to adopt by ordinance the 2004 Master Thoroughfare Plan and the Street
Development Standards Update The 2004 MTP update is a codification of all MTP amendments that have
been made since the 2002 MTP was adopted As such the 2004 MTP only reflects alignment changes that
were presented individually to the Plan Commission and approved by the City Council through the MTP
public hearing amendment process. The 2004 MTP does not include any alignment changes that have not
been through the amendment process.
The Street Development Standards update reflects amendments to the urban collector street width that was
recommended by the Plan Commission and adopted by the City Council (M & C G-14226) as part of the
Development Standards Task Force effort. Specifically the major collector street width was changed from
40 feet to 36 feet and the minor collector width was changed from 36 feet to 34 feet. In H MU-1 and MU-2
zoning districts, a 32 foot roadway width is allowed if adequate off-street parking is provided
In addition the 2004 MTP reflects some format changes from the 2002 MTP In an effort to provide a more
user-friendly MTP document, staff has reformatted the MTP to include more street name labels and is
including the Street Development Standards on the backside of the MTP map
At the July 28 2004 Plan Commission work session and public hearing the Plan Commission was briefed
on the 2004 MTP and Street Development Standards Update and recommended approval

The Finance Director certifies that this action will have no material effect on City Funds.
