AN ORDINANCE INCREASING APPROPRIATIONS IN THE GRANTS FUND IN
THE AMOUNT OF $347,968 FROM AVAILABLE FUNDS FOR THE PURPOSE
OF FUNDING GRANT PROJECTS IN THE POLICE DEPARTMENT MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT
HEREWITH AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH
TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2004-
2005 in the Budget of the City Manager there shall also be increased estimated receipts and
appropriations in the Grants Fund in the amount of $347,968 from available funds for the purpose of
funding grant projects in the Police Department.
SECTION 2.
That should any portion section or part of a section of this ordinance be declared invalid
inoperative or void for any reason by a court of competent jurisdiction, such decision opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be incorporated into the ordinance effecting the budget of the municipal
government of the City of Fort Worth for the ensuing Fiscal Year beginning October 1 2004 and
ending September 30 2005 and all other ordinances and appropriations amending the same
except in those instances where the provisions of this ordinance are in direct conflict with such other
ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances
and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

Fiscal Year 2004-2005 Criminal Justice Grant Proposals
RECOMMENDATION
It is recommended that the City Council.
1 Authorize the City Manager to apply for and accept, if awarded four grants from the Governor's Office
Criminal Justice Division, (CJD) in the amount of $277 500• and
2. Authorize the City Manager to designate Assistant City Manager Joe Paniagua as the authorized official
to accept, reject, or alter the below listed grants, if awarded and
3. Provide assurance that funds will be returned.to the Criminal Justice Division in full in the event of loss or
misuse of CJD grant funds, and
4 Adopt the attached appropriation ordinance increasing appropriations from available funds in the Federal
Awarded Assets Fund by $70 468 and
5 Authorize the transfer of $70 468 from the Federal Awarded Assets for the City's match and
6 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $347 968 and
7 Authorize the City Manager to waive indirect costs in the amount of $44 126
DISCUSSION
Each year the Criminal Justice Division of the Governor's Office funds grant .projects throughout the
state. Each of the Police Department grant projects is described below
Enhanced Domestic Assault Response Team (Enhanced DARTI
The Domestic Assault Response Team provides crisis intervention to victims of family violence The
Enhanced DART grant provides for the salaries of two detectives who are assigned to the program. If
grant funds are awarded these detectives will investigate all family violence cases in which a DART
volunteer responds. They will also serve as a liaison between the department and DART volunteers.
Sex Crimes Apprehension and Monitoring (SCRAM) Training
The SCRAM training project is designed to train personnel assigned to the Police Department's SCRAM
unit. This unit is responsible for investigating all sexually based adult offenses in the City In 2002, the

department identified a need for additional training for investigators assigned to this unit and received a
grant for FY 2003-2004 to provide additional training If grant funds are awarded for FY 2004-2005
SCRAM detectives will continue to receive training in topics such as criminal investigative analysis, elderly
injury and abuse toxicology behavioral investigative analysis and photography
Computer Crime Investigation
This program will continue to address computer related fraud crimes as well as credit card fraud identity
theft, and Internet based scams. If the grant is awarded funds will be used for salary and benefits for one
detective investigative training vehicle rental and insurance and project supplies.
Cold Case Investigation
This project will allow one detective to work full time on investigation of unsolved homicides. If the grant is
awarded funds will pay for the detectives salary and benefits a computer a leased vehicle and
transportation costs associated with interviewing witnesses and/or suspects
