AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $92,160 00 SUBJECT TO RECEIPT OF THE
GRANT FROM THE TEXAS PARKS AND WILDLIFE DEPARTMENT RECREATIONAL
TRAIL FUND PROGRAM FOR THE PURPOSE OF FUNDING NEW TRAIL
CONSTRUCTION IN THE HERITAGE TRACE ADDITION MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2003-2004 and
in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount. of $92,160 00 subject to receipt of the grant from the Texas Parks and Wildlife
Department, Recreational Trail Fund Program for the purpose of funding new trail construction in the
Heritage Trace Addition
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid inoperative or void
for any reason by a court of competent jurisdiction,. such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 15636 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption

RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to submit and accept, if awarded a grant application to the Texas Parks
and Wildlife Department, Recreational Trail Fund Program in the amount of $92,160 for new trail
construction in the Heritage Trace Addition and
2. Adopt the attached resolution supporting the grant application and
3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $92,160 upon receipt of the grant; and
4 Accept a monetary donation in the amount of $23 040 from Hillwood Residential as the City's local
match for the grant application and
5 Adopt the attached appropriation ordinance increasing estimated receipts and appropriation in the
Grants Fund by $23 040 upon receipt of the donation
DISCUSSION
Hillwood Residential ("Hillwood") a private developer approached the Parks and Community Services
Department with an opportunity to participate in a grant application with the Texas Parks and Wildlife
Department. The City's participation would be solely administrative therefore Hillwood has contracted
with Carter ~ Burgess, Inc. to draft the grant application naming the City of Fort Worth as the sponsoring
entity
The proposed park development will consist of a six-foot wide concrete trail 3,225 linear feet in length The
trail will connect into a planned public sidewalk at the north end of the proposed park site and cross over
Shiver Road by means of an at grade crossing and terminate at the southern end of the property at
North Tarrant Parkway (see attached map) The bridge crossing at North Tarrant Parkway includes an
existing pedestrian box culvert allowing the opportunity for a future trail connection southward to the
existing Arcadia Park trail system along Whites Branch Creek. The Arcadia Park trail system. has been
developed over the last decade and includes three trail components previously funded by the Texas Parks
and Wildlife Department.

Proposed Method of Financing
The City of Fort Worth will acquire the necessary acreage of property as a required park dedication with
additional land donated from Hillwood No City funds are required for the submission of this grant
application
The City will commit to providing the appropriate maintenance funds once improvements are completed
and accepted by the City Maintenance costs are estimated to be $11 165 annually
On December 16 2003 the Parks and Community Services Advisory Board unanimously endorsed the
submission of this grant application to the Texas Parks and Wildlife Department and acceptance of the
monetary donation for the project.
The proposed grant project is located in COUNCIL DISTRICT 2.

The Finance Director certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinances funds will be available in the current operating budget, as appropriated
of the Grants Fund
