HomeMy WebLinkAboutOrdinance 16202 Ordinance No ` ~~~ AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE MUNICIPAL AIRPORTS FUND IN THE AMOUNT OF $32,500 FROM AVAILABLE ESCROW FUNDS FOR THE PURPOSE OF FUNDING THE CITY'S MATCH FOR A GRANT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION AVIATION DIVISION FOR THE DEVELOPMENT OF AN AIRPORT SYSTEMS PLAN MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2004- 2005 in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Municipal Airports Fund in the amount of $32 500 from available escrow funds for the purpose of funding the City's cash match for a grant with the Texas Department. of Transportation, Aviation Division for an Airport Systems Plan. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No 16061 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect upon adoption. Adopt the attached resolution certifying that $32,500 in available escrow funds in the Municipal Airports Fund will be available as a 10% match for the development of the Airport Systems Plan and 3 Authorize the transfer of $32,500 from escrow funds to the Airport Grants Fund for the City's 10% match and 4 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by $32,500 in the Municipal Airports Fund from available escrow funds, and 5 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the amount of $325 000 in the Airport. DISCUSSION The City of Fort Worth in connection with a grant from the Texas Department of Transportation has completed Master Plan updates for Meacham International Airport and Spinks Airport. Those plans provide the necessary information to develop or redevelop the airports over a 20-,year period. The plans address individual airport development components and identify the potential markets for each of the airports. Staff with the concurrence of the Texas Department of Transportation and the Federal Aviation Administration has determined that the City of Fort Worth has a unique opportunity to develop an Airport System Plan The purpose of the Airport Systems Plan is to provide Fort Worth with a growth and marketing strategy for developing the City's airports Alliance Meacham International and Spinks Airports are all conveniently located adjacent to the commercial corridor The challenge for the City is to connect and grow all three airports in a way that encourages a systems approach to providing air services.
