HomeMy WebLinkAboutOrdinance 16003Ordinance No 1 ~Q~~~ AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $220 000.00 SUBJECT TO RECEIPT OF A GRANT FROM THE U S DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR THE PURPOSE OF FUNDING HOUSING COUNSELING SERVICES MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2003-2004 and in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $220,000.00 subject to receipt of a grant from the U S Department of Housing and Urban Development for the purpose of funding housing counseling services. SECTION 2 That should any portion, section or part of a section of this ordinance be declared invalid inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 15636 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Adopt the attached appropriation ordinance .increasing the estimated receipts and appropriations in the Grants Fund by up to $220 000 00 subject to receipt of the grant; and 3 Certify that the activities to be funded with the Housing Counseling Services funds are consistent with the City's Consolidated Plan DISCUSSION HUD issued a competitive Notice Of Funds Availability (Super NOFA No 1} covering several HUD programs, which includes funding for the Housing Counseling Program Local Housing Counseling Agencies, certified by HUD can apply for this funding in an amount not to exceed $ 220 000 00 of which $150 000 00 will be for comprehensive counseling an additional $40 000 00 to address predatory lending practices and $30 000 00 for housing counseling for the Section 8 Homeownership Voucher Program The Housing Department successfully competed for this grant in FY 2003-2004 and was awarded $150 000 00 The Housing Department was certified by HUD as a Loca! Housing Counseling Agency on December 19 1997 This certification was renewed in August 2003 and is effective through 2005 On September 29 1998 (M8~C G-12337) the City Council approved the Housing Counseling Program design as well as the authority to receive private donations. The City through the Fort Worth Housing Finance Corporation and its other non-profit partners, administers an infill housing development program in the Central City utilizing City-owned vacant properties and/or properties acquired from private owners The objectives of this program are to make housing more affordable to low-income families, revitalize neighborhoods and return the properties to the tax roll The City also has a homeownership program offering closing cost and down- payment assistance and secured by second mortgages to make housing affordable Recently Fort Worth received funds under its American Dream Initiative Program.. Homeownership caunseling is a critical component of all these programs and is required of all homebuyers receiving assistance Educational and outreach programs, which are eligible activities under the comprehensive counseling grant, are particularly needed for low-income minority and other underserved groups The Housing Department has been providing outreach and homeownership counseling services to potential Logname• OSAPPLICATION Page 1 of 2 homebuyers for approximately seven years. The focus of the counseling is on first-time homebuyers For the 2002 2003 grant period more than 1,232 clients received housing counseling services For the grant period 2003-2004 in excess of 1 450 clients will be served Because of increased needs in the community and increased capacity of the counseling staff the proposed number of clients to be served with this grant is 1 620 The City's housing counseling program follows HUD guidelines for housing counseling services It includes intake and screening homeownership training and counseling referral and follow-up The training and counseling component covers City HUD and other programs, pre-purchase pre-occupancy post- occupancy home management and budget counseling long and short term credit repair reverse .mortgages (Home Equity Conversion Mortgage) mortgage refinancing and mortgage default counseling In addition to the above mentioned services the Housing Department also offers counseling for Section 8 Homeownership Voucher Program participants and for individuals with fair housing and predatory lending issues.
