HomeMy WebLinkAboutOrdinance 16006~. r ORDINANCE NO AN ORDINANCE ADJUSTING THE TOTAL NUMBER OF AUTHORIZED CIVIL SERVICE POSITIONS AT EACH CLASSIFICATION (RANK) IN THE FIRE DEPARTMENT FOR FISCAL YEAR 2003-2004 PROVIDING FOR THE CREATION OF 14 ADDITIONAL FIREFIGHTER POSITIONS PROVIDING A STATEMENT OF PURPOSE AND INTENT PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE, PROVIDING A SEVERABILITY CLAUSE AND PROVIDING AN EFFECTIVE DATE WHEREAS the City's Ordinance No 15940 the most recent ordinance concerning the authorized and budgeted positions for the Fire Department, adjusted the Department's civil service staffing as follows Deputy Chiefs 3 Battalion Chiefs 24 Captains 79 Lieutenants 112 Engineers 182 Firefighters 374 TOTAL 774 WHEREAS the Fire Chief now requests that the Council readjust the total authorized number of Fire Department civil service positions at the classifications (ranks) listed below for the remainder of the 2003-2004 Fiscal Year in conformity with the changes set forth below and WHEREAS pursuant to Chapter 143 021(a) Texas Local Government Code the City Council may prescribe and/or adjust the authorized number of positions in each classification (rank) by ordinance NOW THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH TEXAS SECTION 1 That, effective immediately upon the adoption of this ordinance the following positions shall be the only civil service positions in each classification (rank) authorized in the City of Fort Worth Fire Department for the remainder of the Fiscal Year 2003-2004 or until modified by subsequent ordinance Deputy Chiefs 3 Battalion Chiefs 24 Captains 79 Lieutenants 112 Engineers 182 Firefighters 388 TOTAL 788 SECTION 2 (Addition of 14) It is hereby declared to be the intention of the City Council that the phrases, clauses, sentences paragraphs, or sections of this ordinance are severable and if any phrase clause sentence paragraph or section of this ordinance shall be declared unconstitutional by the valid judgment or decree of any court of competent jurisdiction such unconstitutionality shall not affect any of the remaining phrases clauses sentences paragraphs and sections of this ordinance since the same would have been enacted by the City Council without the incorporation in this ordinance of any such unconstitutional phrase clause sentence paragraph or section SECTION 3 This ordinance shall take effect upon adoption AP ROVE AS O F RM AND LEGALITY City Attorney Date ADOPTED AND EFFECTIVE I ~~ City of Fort Worth, Texas Mayor and Council Communication COUNCIL ACTION Approved on 6/15/2004 Ordinance No 16006 DATE Tuesday June 15 2004 LOG NAME 364PERSON REFERENCE NO G-14392 SUBJECT Ordinance Adjusting the Authorized Civil Service Staffing in the Fire Department for Four-Person Staffing RECOMMENDATION It is recommended that the City Council adopt the attached ordinance specifying the number of authorized positions in the Fire Department, thereby effectively increasing the number of authorized Firefighter positions by 14 DISCUSSION Adoption of the attached ordinance will provide for increasing the staff of two fire companies from three to four person crews and one fire company from a two to four person crew The 2003-2004 adopted budget provides funding for the increase in the staffing level of Fire Station 13 (5333 Lea Crest Lane Council District 7) Station 28 (1300 Everman Parkway Council District 8) and Station 44 (4017 Falcon Way/Meacham International Airport, Council District 2) The addition of the positions referred to above would result in the following changes in the authorized staffing of the Fire Department: Rank Current Proposed Deputy Chief 3 3 Battalion Chief 24 24 Captain 79 79 Lieutenant 112 112 Engineer 182 182 Firefighter 374 388 (addition of 14) Total 774 788 FISCAL INFORMATION/CERTIFICATION Logname 364PERSON Page 1 of 2 The Finance Director certifies that funds are available in the current operating budget, as appropriated of the General Fund TO Fund/AccountlCenters FROM Fund/Account/Centers GG01 VARIOUS 0363510 $211.236.00 Submitted for City Manager's Office by• Joe Paniagua (6140) Originating Department Head Charles Gaines (6801) Additional Information Contact: Charles Gaines (6801) Logname 364PERSON Pale 2 of 2
