AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GRANTS FUND IN THE AMOUNT OF $10,000.00, UPON RECEIPT OF A
GRANT FROM PETSMART CHARITIES, TD PROVIDE FREE SPAY AND NEUTER
SERVICES AT THE CHUCK SILCOX ANIMAL CARE AND CONTROL CENTER FDR PIT
BULL DOGS OWNED BY FORT WORTH RESIDENTS; PROVIDING FDR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE DF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL DF THE CITY DF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments far Fiscal Year 2009-2010 and
in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in
the Grants Fund in the amount of $10,000.00, upon receipt of a grant from PetSmart Charities, to provide
free spay and neuter services at the Chuck Silcox Animal Care and Control Center for pit bull dogs owned
by Fort Worth residents.
SECTION 2.
That should any portion, section ar part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full farce and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance Na.18809 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Acceptance of an Advance Grant from PetSmart Charities in the Amount of $10,000.00 to
Provide Free Spay and Neuter Services at the Chuck Silcox Animal Care and Control Center for Pit Bull
Dogs Owned by Qualifying Fort Worth Residents and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to accept a $10,000.00 advance grant from PetSmart Charities to provide
free spay and neuter services at the Chuck Silcox Animal Care and Control Center for pit bull dogs owned
by qualifying Fort vl~orth residents; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by
$10,000.00 in the Grants Fund upon receipt of the grant.

Ms. Jeannine Alexander, Program Manager of PetSmart Charities, has advised staff at the Chuck Silcox
Animal Care and Control Center that the shelter has been selected to receive $10,000.00 to spay or
neuter 220 pit bull dogs owned by Fort Worth residents who receive government assistance, including
unemployment compensation. Funding will be used to defray the cost of sterilization and other associated
services. Although the program will be open to qualifying residents city-wide, staff will use the Geographic
Information System (GIS) resources to identify target specific neighborhoods based on pit bull impounds
and bite incidents.
Animal Control and Code Compliance Officers will distribute flyers to neighborhood groups and during
door-to-door canvassing campaigns. When scheduling the surgeries, dog owners will be asked to provide
verification of qualification and residency. Staff will use computer software to track the surgeries and
provide reports to the funding agency.
FISCAL INFORMATION l CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations,
adoption of the attached appropriation and receipt of grant, funds will be available in the current operating
budget, as appropriated, of the Grants Fund.
