AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $1,121,795
SUBJECT TO RECEIPT OF A GRANT FROM THE U.S. DEPARTMENT OF
JUSTICE, FOR THE PURPOSE OF FUNDING THE LOCAL LAW
ENFORCEMENT BLOCK GRANTS (LLEBG) PROGRAM; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2002-
2003 in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Grants Fund in the amount of $1,121,795 subject to receipt of a grant from the
U. S. Department of Justice, for the purpose of funding the Local Law enforcement Block Grants
(LLEBG) program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair -the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 15184 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION
It is recommended that the City Council.
Authorize the City Manager to accept a grant award from the U S Department of Justice in the
amount of $926,326 for the period October 1, 2002, through September 30, 2004, and
2 Authorize the transfer of $135,469 from the General Fund to the Grants Fund as the cash match to
the Local Law Enforcement Block Grants (LLEBG) program, and
3 Authorize the use of interest earned in the amount of $60,000, and
4 Approve an addendum to City Secretary Contract No 27159, and
5 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $.1,121,795 from available funds
DISCUSSION
The 7th year of funding of the LLEBG program for Fort Worth includes $926,326 in federal funds,
$135,469 in cash match, and an estimated $60,000 interest earned for a total of $1,121,795
The funds will be provided in advance with an award date of October 1, 2002, and the City wil{ have up
to 2 years to expend these funds Funds may be placed in an interest bearing account, and all accrued
interest will be considered program income and must be used on LLEBG projects These will be placed
in a separate account and used for closing costs and/or equipment needed at the end of the grant.
Matching funds are budgeted in the Non-Departmental, General Fund LLEBG regulations do not allow
payment of indirect costs
The following programs would be continued under the LLEBG program
• Comin' Up $ 896,794
This is the City's gang intervention program, operated by the Boys and Girls
Clubs of Greater Fort Worth since 1993 In order to reduce gang-related
violence, this program diverts gang members into activities such as job training,
counseling, GED programs, family referrals and case management.

• Drug Treatment Court ~ $ 132,457
In 1995, the police department provided seed funds from the. Comprehensive
Communities Program (CCP) grant to Tarrant County to initiate a drug
treatment court as an alternative program to incarceration The drug
treatment court targets the victims of the dealer, the drug-dependent user,
and attempts to break the cycle of drug abuse
• Mental Health Liaison Program
The Mental Health Liaison Program was added to the Disparity Agreement
with Tarrant County two years ago following extensive discussions It was
previously funded with awarded assets but will be moved to matching grant
funds this year due to funding restrictions and limited availability of awarded
funds. These funds allow the program to provide information resources for
officers on a 2417 basis and for training of field officers.

• Interest Earned $ 60,000
All accrued interest will be considered program income and must be used on
LLEBG projects These will be placed in a separate account and used for
closing costs and/or equipment needed at the end of the project. This is an
estimated amount based upon interest earned during the first LLEBG
Grand Total $1,121,795
The Disparity Agreement with Tarrant County was approved by the City Council on July 23, 2002 (M&C
G-13677)
City Secretary Contract No 27159, originally approved on October 2, 2001 (M&C G-13394), has a term
of October 1, 2001, through September 30, 2003, with a cap of $1,031,259 to be paid to the Boys and
Girls Clubs of Greater Fort Worth to operate the Comin' Up project. In order to continue payments to
the project, an amendment to City Secretary Contract No 27159 will need to be made raising the
amount authorized to be paid by $896,326
Within the next 45 to 60 days a comprehensive review of the program will be conducted A task force
has been assembled including representatives from the Police Department, the Boys and Girls Clubs,
Tarrant County Juvenile Services, Crime Prevention Resource Center, Our City Our Children, Adult
Probation, the State Parole Office, Tarrant Council on Alcoholism and Drug Abuse, and the Parks and
Community Services Department. The purpose of this review will be to determine the current state of
gang activity in the City, future direction of the program, and the most effective model to address youth
and young adult gang involvement in violence The task force will also explore additional funding
resources.

FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that matching funds are budgeted for this expenditure in the FY2002-

and adoption of the attached appropriation ordinances, funds will be available in the current operating
budget, as appropriated, of the Grants Fund
