HomeMy WebLinkAboutOrdinance 15113Ordinance No 'v ~ f~ AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE CRIME CONTROL AND PREVENTION DISTRICT FUND IN THE AMOUNT OF $585,000 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING. THE COMMUNITY ORIENTED POLICING SERVICES MAKING OFFICER REDEPLOYMENT EFFECTIVE PROGRAM, MAKING THIS ORDINANCE CUMULATNE OF PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTNE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2001-02 in the Budget of the City Manager, there shall also be increased estunated receipts and appropriations in the Crime Control and Prevention District Fund in the amount of $585,000 from available funds for the purpose of funding the COPS MORE (Community Oriented Policing Services Making Officer Redeployment Effective) Program. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 14745 and all other ordinances and appropnations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect upon adoption. APPROVED TO RM AND LEGALITY Asses t City Attorney ,,,~.r ADOPTED AND EFFECTNE. ~j r ~ p ' O v~ City of Fort Worth, Texas Mayor and Council Communication DATE REFERENCE NUMBER LOG NAME PAGE 5/28/02 **G-13627 35GRANT 1 of 2 SUBJECT COPS MORE 2002 GRANT RECOMMENDATION It is recommended that the City Council Authorize the City Manager to submit and, if approved, accept a grant award from the Community Oriented Policing Services (COPS) office in the amount of $766,779 for a COPS MORE (Making Officer Redeployment Effective) 2002 grant for the period September 1, 2002, through December 31, 2003, and 2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Crime Control and Prevention District Fund by $585,000 from available funds, and 3 Authorize the transfer of $585,000 from the Crime Control and Prevention District Fund to the Grants Fund for the City's match, and 4 Adopt the attached appropriation ordinance increasing estimated receipts .and appropriations in the Grants Fund by $1,351,779 from available funds DISCUSSION The Police Department received notification from the COPS office that applications were being accepted for COPS MORE 2002 The program allows law enforcement agencies to purchase information technology systems such as mobile computing systems, personal computer systems, computer aided dispatch systems, record management systems, crime analysis hardware/software, automated booking systems, automated fingerprint identification systems, and video arraignment systems The program is intended to support an increase in the amount of time that an agency's officers are deployed in a community policing capacity through technological enhancements and subsequent gains in efficiency The purpose of this grant will be to implement a Records Management System (RMS) which will be database-driven and allow the rapid creation of various types of reports and statistical presentations to be used for crime analysis, crime prevention, meetings, planning, and with the City Geographic information System (GIS} The RMS will be integrated with the Computer Aided Dispatch/Mobile Data Computer (CAD/MDC) system currently being implemented by the department.
