HomeMy WebLinkAboutOrdinance 15315.. - ~- ~ V,. -~~~~ Ordinance No. ~~°- ' ~ , AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $104,297 FROM AVAILABLE FUNDS, SUBJECT TO RECEIP'T' OF A GRANT FROM THE CRIMINAL JUSTICE DIVISION OF THE OFFICE OF THE GOVERNOR OF TEXAS, FOR THE PURPOSE OF FUNDING THE DIAMOND HILL CONNECTION AFTER-SCHOOL PROGRAM, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2002-2003 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations m the Grants Fund in the amount of $104,297 from available funds, upon receipt of a grant from. the Criminal Justice Division of the Office of the Governor of Texas, for the purpose of funding the Diamond Hill Connection After-School program. SECTION 2. That should any portion; section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 15184 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said. conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect upon adoption. APPROVED AS TO FORM AND LEGALITY ssistant Ci ttorney ADOPTED AND EFFECTIVE. 1®'~ `I~ 2 `" `' City of FoYt Worth, Texas JI -~layo~ ~d GaaNC18 Ga~w~waNlca~jaN DATE REFERENCE NUMBER LOG NAME PAGE 1.0/29/02 **C-19323 80DIAMOND 1 of 3 SUBJECT AUTHORIZATION TO APPLY FOR AND ACCEPT A GRANT FROM THE CRIMINAL JUSTICE DIVISION OF THE OFFICE OF THE GOVERNOR OF TEXAS TO OPERATE THE DIAMOND HILL CONNECTION AFTER-SCHOOL PROGRAM, ADOPTION OF ASSOCIATED APPROPRIATION ORDINANCE, AND AUTHORIZATION TO EXECUTE CONTRACTS WITH THE YMCA OF METROPOLITAN FORT WORTH AND CAMP FIRE USA FIRST TEXAS COUNCIL RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manager to apply for and accept, if awarded, a grant from the Criminal Justice Division of the Office of the Governor of Texas in the amount of $104,297 to operate the Diamond Hill Connection After-School Program from September 1, 2002, to August 31, 2003, and 2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $104,297 from available funds, subject to receipt of the grant; and 3 Authorize the City Manager to designate Joe Paniagua, Assistant City Manager, as the authorized official for the Diamond Hill Connection After-School Program to accept, reject, or alter this grant, if awarded, and 4 Authorize the City Manager, contingent upon receipt of the grant award, to execute contracts with the YMCA of Metropolitan Fort Worth in an amount not to exceed $69,367, and Camp Fire USA First Texas Council in an amount not to exceed $34,930, to conduct the Diamond Hill Connection After-School Program DISCUSSION On August 28, 2001 (M&C G-13358), the City Council authorized acceptance of a grant in the amount of $130,371 from the Criminal Justice Division of the Office of the Governor of Texas The Parks and Community Services Department submitted the proposal for the Diamond Hill Connection After-School Program in collaboration with the YMCA and Camp Fire USA First Texas Council That grant was for the first of three years of funding The proposed grant is for the second year Previously, on March 26, 1996 (M&C G-11434), the City Council authorized the acceptance of a grant in the amount of $120,938 from the Governor of Texas, Interim Plan for Safe and Drug-Free Schools and Communities Program The Parks and Community Services Department submitted the proposal for the Diamond Hill Coalition After-School Program For over five years, this successful collaboration with the YMCA and Camp Fire provided after-school programs for youth ages 11-15 on the north side of Fort Worth The initial program expired on August 31, 2001 ~" City of FoYt Worth, Texas JI Vtaya~ aNd GaaNCiB ca~wrwaM~ca~ioN DATE REFERENCE NUMBER LOG NAME PAGE 10/29/02 **C-19323 80DIAMOND 2 of 3 SUBJECT AUTHORIZATION TO APPLY FOR AND ACCEPT A GRANT FROM THE CRIMINAL JUSTICE DIVISION OF THE OFFICE OF THE GOVERNOR OF TEXAS TO OPERATE THE DIAMOND HILL CONNECTION AFTER-SCHOOL PROGRAM, ADOPTION OF ASSOCIATED APPROPRIATION ORDINANCE, AND AUTHORIZATION TO EXECUTE CONTRACTS WITH THE YMCA OF METROPOLITAN FORT WORTH AND CAMP FIRE USA FIRST TEXAS COUNCIL The current grant application is to fund the Diamond Hill Connection After-School Program for youth ages 14-17 on the north side of Fort Worth The target population lives in a community with risk factors such as substance abuse, high crime, low educational levels, adults with limited English speaking skills, teen pregnancy, school dropouts, and youth at risk of entering the juvenile justice system Many of the previous Diamond Hill Coalition After-School Program participants are now in high school and still attend the current program The Diamond Hill Connection After-School Program provides supervised after-school educational, cultural, and recreational activities for middle and high school age youth and is designed to promote school attendance, discipline, and learning Another major emphasis of this new program is to provide participants with the skills needed to improve their academic competency in reading, writing, and mathematics, with the goal of increasing their scores on the Texas Assessment of Academic Skills (TAAS) test and the new Texas Assessment of Knowledge and Skills (YAKS) test.
