HomeMy WebLinkAboutOrdinance 15019 ~. y~ ` ~ n 4 Ordinance No. t l AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $1,250,000, SUBJECT TO RECEIPT OF THE GRANT FROM THE U.S. DEPARTMENT OF THE INTERIOR AND CDBG FUNDING, FOR THE PURPOSE OF FUNDING THE REHABILITATION OF EXISTING RECREATION FACILITIES; MAKING THIS ORDINANCE CUMULITNE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2001-02 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $1,250,000, subject to receipt of the grant from the U.S. Department of the Interior and CDBG funding, for the purpose of funding the rehabilitation of existing recreation facilities. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 14745 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Authorize the City Manager to apply for and accept, if awarded, $1,000,000 in Urban Park and Recreation Recovery (UPARR) grant funds from the U.S. Department of Interior for rehabilitation of City neighborhood playgrounds; and y 2. Approve the use of $125,000 in matching Community Development Block Grant (CDBG) funds as the City's matching 'portion of this grant, contingent upon receipt of funding from the CDBG Fiscal Year 2003 allocation; and 3. Authorize the City to accept $125,000 from the Texas Parks and Wildlife Department as part of the state's participation in the local match; and 4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by $1,250,000 in the Grants Fund subject to receipt of the grant and CDBG funding. DISCUSSION: The UPARR program was authorized in November 1978 by Public Law 95-625, providing direct federal matching assistance to cities and urban counties for rehabilitation of existing recreation facilities. The law encourages systematic local planning and commitment to continuing operation and maintenance of recreation programs, sites, and facilities. The major theme of the UPARR program is to encourage revitalization of deteriorating recreation systems, and the return of those facilities to full public use. Rehabilitation grants are available for close-to-home urban recreation sites that have deteriorated to the point where public health and safety are endangered, or the quality of recreation services is impaired. With the state participating in the program, it becomes an 80-10-10 split, resulting in a federal share of $1,000,000, a state share of $125,000, and a City match (potentially from CDBG funds) of $125,000. To be eligible for a UPARR grant, local jurisdictions must have a certified Recovery Action Plan (RAP) on file with the National Park Service regional office. In 2001, the City submitted a RAP to the National Park Service for certification. The RAP was certified, which enabled the City to apply for a program grant in 2001, and to qualify for potential funding this year. Project selection by the National Park Service is scheduled to occur on May 10, 2002, followed up by the grant offers to Mayors on May 17, 2002. If selected, the final application is due back to the National Park Service by September 15, 2002. In approximately six months, the City would then receive the signed and executed contract with the National Park Service, if the grant application were successful. Based on the above, the project design and development schedule would be as follows: a) Community input and design would begin in March 2003; and b) Completion of the design and review would be completed in October 2003; and c) Bid advertising, receipt of proposal, and award of contract would occur by January 2004; and d) Begin construction in February 2004; and e) Complete construction by June 2004. . Approval of this Mayor and Council Communication will authorize staff to submit a grant application in the amount of $1,250,000 ($1,000,000 UPARR share, $125,000 state match, and $125,000 local match) to fund playground renovation and replacement at 14 sites that meet demographic criteria as determined by the National Park Service, and where inspections have determined the playground equipment to be most severely deteriorated. These sites are: • Arneson .Park • Capps Park • Crestwood Park • Fairfax Park • Far Northside Park • Greenbriar Park • Greenway Park • Jefferson Davis Park • Linwood Park • Meadowood Park • Normandy Place Park • Rosen Park • Stephens Park • Village Creek Park The grant application affects COUNCIL DISTRICTS 2, 3, 4, 5, 7, 8 and 9.
