HomeMy WebLinkAboutOrdinance 1521909-04-02 P01 55 IN Ordinance No. l AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $9,700 UPON RECEIPT OF THE GRANT, FOR THE PURPOSE OF FUNDING TWO RECYCLING EDUCATION PROGRAMS FOR THE ENVIRONMENTAL MANAGEMENT DEPARTMENT, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2002-2003 ui the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $9,700 upon receipt of the grant, for the purpose of funding two recycling education programs for the Environmental Management Department. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 14745 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect upon adoption. ROVED AS TO FORM AND LEGALITY Assistant City rney ADOPTED AND EFFECTIVE. ~~~ J O~ -~-.~ City of Fort Worth, Texas Mayor and Council Communication DATE REFERENCE NUMBER LOG NAME PAGE 9/3/02 **G-13721 52RECYCLE 1 of 2 SUBJECT I OR RECYCLING EDUCAOT ON PROGRAMAL TEXAS COUNCIL OF GOVERNMENTS RECOMMENDATION It is recommended that the City Council Authorize the City Manager to submit a grant application to the North Central Texas Council of Governments (NCTCOG) for the purpose of funding the printing of activity books for two recycling education programs for the Environmental Management Department in the amount of $8,500, and 2 Authorize the City Manager to accept and execute the NCTCOG grant contract, if awarded, and 3 Authorize the use of $1,200 in personnel services from the General Fund as in-kind match for this grant; and 4 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations up to $9,700 in the Grants Fund subject to receipt of the funds DISCUSSION The Environmental Management Department has developed two new recycling education programs for elementary school students • Recycle Relay is devoted to grades 1 and 2 and introduces students to the recycle symbols and the various items students can recycle at home Students participate in a relay to test their skills by trying to quickly sort items that can and cannot be recycled Closing the Loop is devoted to grades 3 through 5 and educates students on how recycling helps conserve natural resources and understand the concept of closing the recycling loop Each lesson is correlated with the Texas Essential Knowledge & Skills (TEKS) and has been evaluated by the Fort Worth Independent School District (FWISD) The funds received under this grant will be used to create an activity book for students that would enable the program messages to be reinforced in an educational and entertaining manner The activity book would include coloring pages, puzzles, activities that would remind students of the importance of recycling and a parent's page detailing the City's recycling program The parent's page would eliminate the need to send students home with a recycling brochure, thereby conserving additional resources By printing the activity book on recycled paper, this activity book will also be an educational tool demonstrating recycled content products The activity book will include the City's and the Time To Recycle web-sites for additional resources It will also list drop-off recycling center addresses for apartment dwellers that do not participate in-the curbside program .} ~~ H, -~ City of Fort Worth, Texas Mayor and Council Communication DATE REFERENCE NUMBER LOG NAME PAGE 9/3/02 **G-13721 52RECYCLE 2 of 2 SUBJECT GRANT APPLICATION TO NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS FOR RECYCLING EDUCATION PROGRAM 25,000 activity books will be distributed to elementary school students in the FWISD Distribution will take place through classroom presentations, teacher in-services, principal meetings and school events The activity books will strengthen the recycling education program and encourage students and their families to change behaviors that will ultimately help conserve natural resources and protect the environment.
