AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GRANTS FUND IN THE AMOUNT OF $52,420 SUBJECT TO EXECUTION
OF THE AMENDED CONTRACT WITH THE TEXAS DEPARTMENT OF HOUSING
AND COMMUNITY AFFAIRS FOR THE PURPOSE OF FUNDING ADDITIONAL
WEATHERIZATION ASSISTANCE, MAKING THIS ORDINANCE CUMULITIVE OF
PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2001-02 and in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of $52,420 subject to execution of the amended contract with the Texas Department of
Housing and Community Affairs for the purpose of funding additional weatherization assistance.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way nnpair
the remaining portions, secfions, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 14745 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

FUNDING FOR THE CURRENT GRANT PERIOD AND A CONTRACT EXTENSION
RECOMMENDATION
It is recommended that the City Council
Authorize the City Manager to accept additional funding in the amount of $52,420 from the Texas
Department of Housing and Community Affairs (TDHCA) for the Weatherization Assistance
Program, and
2 Authorize the City Manager to amend the contract with TDHCA to reflect the increased funding and
contract extension to March 31, 2003, and
3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $52,420, subject to execution of the amended contract with TDHCA, and
4 Authorize the City Manager to apply indirect costs at a rate of 12.02%, which represents the most
recently approved rate for this department.
DISCUSSION
Since 1982, the City of Fort Worth has operated a Weatherization Assistance Program on a grant basis,
funded by TDHCA. The program serves low-income residents in Tarrant County, primarily the
handicapped and elderly, by weatherizing their homes
Weatherization measures include attic insulation, weather-stripping, caulking, window and door repair
or replacement, and other minor repairs A maximum of $2,500 in weatherization funds can be
expended per home during Program Year 2001-2003
The proposed funding of $52,420 represents additional weatherization funding made available by
TDHCA under grants from the Department of Energy and the Low Income Home Energy Assistance
Program for the current grant period The Housing Department was notified of this additional funding
on February 7, 2002.
The Housing Department has been operating under the original contracts, in the amount of $350,874,
approved by the City Council on June 5, 2001 (M&C C-18611)
At the request of TDHCA, it is recommended that the Weatherization Assistance Program's fiscal year
which began April 1, 2001, and was to end March 31, 2002, be extended until March 31, 2003
