AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GRANTS FUND IN THE AMOUNT OF $1,486,961 FROM AVAILABLE
FUNDS FOR THE PURPOSE OF FUNDING A FEDERAL GRANT TO SUPPLEMENT
THE FUNDS ALLOCATED FOR THE RECONSTRUCTION OF LANCASTER
AVENUE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2001-02 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of $1,486,961 from available funds for the purpose of funding a Federal Grant to
supplement the funds allocated for the reconstruction of Lancaster Avenue.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 14745 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

ACCEPT A GRANT FROM THE FEDERAL HIGHWAY ADMINISTRATION FOR THE
RECONSTRUCTION OF THE DOWNTOWN PORTION OF LANCASTER AVENUE
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to apply for and accept, if awarded, a Transportation and Community
and System Preservation (TCSP) grant from the Federal Highway Administration passed through
the Texas Department of Transportation in the amount of $1,486,961 to supplement the funds
allocated for the reconstruction of the downtown portion of Lancaster Avenue, and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $1,486,961 subject to receipt of the grant; and
3 Authorize the City Manager to enter into a gran# agreement with the Texas Department of
Transportation for use of the TCSP grant funds
DISCUSSION
In November 2001, the City received an earmark of $1 5 million in FY2002 TCSP grant funds for
Lancaster Avenue On May 1, 2002, the Federal Highway Administration (FHWA) notified the City that
the allocation for Lancaster Avenue was reduced by $13,039 (from $1 5 million to $1,486,961) The
FHWA has requested that the City submit a grant proposal describing the proposed project.
The City proposes to use the TCSP funds to supplement the $15 million in local, state, and federal
funds allocated for the design and reconstruction of the downtown portion of Lancaster Avenue.
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon receipt of the grant funds and adoption of the attached
appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the
Grants Fund
