HomeMy WebLinkAboutOrdinance 15222{O Ordinance No. + ~'~~~~ AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $547,333 FOR THE PURPOSE OF INCREASING THE FISCAL YEAR 2002 COMPREHENSIVE ENERGY ASSISTED PROGRAM (CEAP) ALLOCATION; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE TT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2001-02 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $547,333 for the purpose of increasing the Fiscal Year 2002 Comprehensive Energy Assistance Program (CEAP) Allocation. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 14745 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are ~n duect conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect upon adoption. OVED AS TO FORM AND LEGALITY Assistant City orney ADOPTED AND EFFECTIVE. ~~ City of Fort Worth, Texas Mayor and Council Communication DATE REFERENCE NUMBER LOG NAME PAGE 9/3/02 **G-13724 80ENER 1 of 2 SUBJECT ACCEPTANCE OF FUNDS FROM THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS AND ADOPTION OF APPROPRIATION ORDINANCE FOR THE COMPREHENSIVE ENERGY ASSISTANCE PROGRAM THROUGH DECEMBER 31.2002 RECOMMENDATION It is recommended that the City Council Authorize the City Manager to accept funds in the amount of $547,333 from the Texas Department of Housing and Community Affairs (TDHCA) through December 31, 2002, increasing the Fiscal Year 2002 Comprehensive Energy Assistance Program (CEAP) allocation from $665,405 to $1,212,738, and 2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $547,333, and 3 Apply indirect costs at a rate of 26 19%, which is the most recently approved rate for this department, and apply the new, approved rate when available DISCUSSION On February 5, 2002 (M&C G-13511), the City Council approved the amount of $665,405 as a planning figure for the FY2002 Comprehensive Energy Assistance Program (CEAP) In June 2002, the TDHCA notified the City that it had received an additional $547,333 to address the needs of low-to-moderate income households in Tarrant County in order to meet their heating and cooling needs The $547,333 recommended appropriation represents an increase to the original FY2002 planning figure of $665,405, bringing the FY2002 contract amount to $1,212,738 The CEAP for contract year 2002 has six components • Energy Crisis, • Elderly/Disabled Assistance,. • Co-Payment Assistance, • Heating and Cooling Systems, • Direct Service Support; and • Case Management. All households at or below 125% of the Federal Poverty Level will be afforded access to the program All applicant households will be determined eligible according to the income guidelines and program procedures Benefit determinations include the household income, the household size, the energy consumption and/or the vulnerability of the household and the availability of funds The Parks and Community Services Department will review all applications at the nine City-operated Neighborhood Resources Development Program Center facilities Payments will be made for eligible clients directly to the utility vendors and heating and. cooling systems repair companies of Tarrant County *~- City of Fort Worth, Texas Mayor and Council Communication DATE REFERENCE NUMBER LOG NAME PAGE 9/3/02 **G-13724 80ENER 2 of 2 suB~ECT ACCEPTANCE OF FUNDS FROM THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS AND ADOPTION OF APPROPRIATION ORDINANCE FOR THE COMPREHENSIVE ENERGY ASSISTANCE PROGRAM THROUGH DECEMBER 31, 2002 The Administrative cost for year 2002 is restricted to a rate of 10%, Case Management to a rate of 6% , and Direct Services Support to a rate of 5°lo The remaining funds will be used for Energy Crisis, Elderly/Disabled Assistance, Co-Payment Assistance, and Heating and Cooling Systems for the duration of the contract.
