AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GRANTS FUND IN THE AMOUNT OF $384,481 FROM AVAILABLE
FUNDS FOR THE PURPOSE OF FUNDING THE WEATHERIZATION ASSISTANCE
PROGRAM, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2001-02 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of $384,481 from available funds for the purpose of funding the Weatherization
Assistance Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 14745 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which mstance said conflicring provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

RECOMMENDATION
It is recommended that the City Council
Authorize the City Manager to accept additional funds from the Texas Department of Housing and
Community Affairs (TDHCA) in the amount of $384,481 for the period April 1, 2001, through March
31, 2003, and
2 Authorize the City Manager to enter into a contract with TDHCA for $384,481 in additional
weatherization funds for the period April 1, 2001, through March 31, 2003, and
3 Rdopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $384,481, subject to receipt of the grant; and
4 Apply indirect costs at a rate of 12.02°l0, which represents the most recently approved rate for this
department.
DISCUSSION
The City of Fort Worth has operated a Weatherization Assistance Program on a grant basis funded by
TDHCA since 1982 The program serves low-income residents in Tarrant County, primarily the
handicapped and elderly, by weatherizing their homes
Weatherization measures include attic insulation,. weather-stripping, caulking, window and door repair
or replacement and other minor repairs A maximum of $2,568 in weatherization funds can be
expended per home during the current program year
The proposed funding of $384,481 represents additional weatherization funding made availab{e by
TDHCA under Department of Energy (DOE) and Low Income Home Energy Assistance Program
(LIHEAP) grants for the current grant period The Housing Department was notified of this additional
funding on April 16, 2002
The Housing Department has been operating under the original contracts in the amount of $350,874
approved by the City Council on June 5, 2001 (M&C C-18611), and additional funds in the amount of
$52,420 approved by the City Council on March 19, 2002 (M&C C-18989)
The Weatherization Assistant Program fiscal year that began on April 1, 2001 was extended from
March 31, 2002, to March 31, 2003 by the City Council on March 19, 2002 (M&C C-18989)
This project is available county-wide
