HomeMy WebLinkAboutOrdinance 18971-12-2009Ordinance No, 18911-12-2009 AN ORDINANCE INCREASING THE ESTfMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND fN THE AMOUNT GF $60,000.00, SUBJECT TG RECEIPT OF A GRANT FROM THE TEXAS DEPARTMENT OF TRANSPORTATION FOR THE 2010 IMPAIRED DRIVfNG MOBfI_fZATION PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATfVE 4F PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVfDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CfTY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2009- 2010and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $60,000.00, subject to the receipt of the grant, from the Texas Department of Transportation for the 2010 Impaired Driving Mobilization Program. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No.18809 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4, This ordinance shall take effect upon adoption. Ratify the application for grant funding in the amount of $45,044.00 from the Texas Department of Transportation to operate the Fiscal Year 2010 Impaired Driving Mobilization Program; 2. Authorize the City Manager to accept, if awarded, the grant funds from the Texas Department of Transportation; 3. Authorize the City Manager to execute a contract with the Texas Department of Transportation for implementation of the Impaired Driving Mobilization Program; 4. Authorize the transfer of $15,404.04 from the Federal Awarded Assets Fund to the Grants Fund for the City's required match; and 5. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $60,000.00 upon receipt of the grant. DISCUSSION: The goal of the Impaired Driving Mobilization Project is to conduct a sustained Driving While Intoxicated (DWI) enforcement effort to increase DWI arrests and decrease alcohol related crashes. The grant provides funds for the Fort Worth Police Department to conduct DWI enforcement on an overtime basis during four enforcement periods, each centered around a national holiday. The grant will provide for 969 hours of officer overtime and associated fringe benefits for enforcement of the program and 56 overtime hours and associated fringe benefits for administrative duties related to the program's reporting requirements, FISCAL INFORMATION !CERTIFICATION: Logname: 35IDMFYI4 Page 1 of 2 The Financial Management Services Director certifies that upon approval of the above recommendations, receipt of the grant and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Fund.
