HomeMy WebLinkAboutOrdinance 15135 Ordinance No ~~ 1 ~•~ AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $16,667 SUBJECT TO THE RECEIPT OF A GRANT FROM THE TEXAS HISTORICAL COMMISSION FOR THE PURPOSE OF FUNDING AND A CITYWIDE HISTORIC PRESERVATION PLAN, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That iri addition to those amounts allocated to the various City departments for Fiscal Year 2001-02 in the Budget of the City Manager, there shall also be increased estimated receipts and appropnations in the Grants Fund in the amount of $16,667, subject to the receipt of a grant from the Texas Historical Commission for the purpose of funding a Citywide Historic Preservation plan. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 14745 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect upon adoption. A ROVED A ORMn A/~ND LEGALITY G~ ~ i~~CX-P/~-w~ G~-- Assistant Ci orney ADOPTED AND EFFECTIVE. ~D // ~~~~ City of Fort Worth, Texas Mayor and Council Communication DATE REFERENCE NUMBER LOG NAME PAGE 6/18/02 **G-13651 22HISTORIC 1 of 2 SUBJECT APPROPRIATION ORDINANCE AND AUTHORIZATION TO APPLY FOR AND ACCEPT A TEXAS HISTORICAL COMMISSION GRANT TO PREPARE A CITYWIDE HISTORIC PRESERVATION PLAN RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manager to submit a Certified Local Government (CLG) grant application in the amount of $10,000 to the Texas Historical Commission for the City-wide historic preservation plan and to accept the grant if it is awarded, and 2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by up to $16,667, subject to receipt of the grant; and 3 Authorize the transfer of $6,667 from the FY2003 General Fund budget to the Grants Fund as a grant match, contingent upon approval of the FY2003 Planning Department budget. DISCUSSION On March 5, 2002, the City Council informally authorized City staff to explore potential funding sources and issue a request for proposals to prepare aCtty-wide historic preservation plan Mayor Kenneth Barr subsequently appointed a 28-member Steering Committee to oversee the preparation of the Historic Preservation Plan The Steering Committee will work with a nationally recognized historic preservation consultant to prepare the plan over approximately one year This project would require surveying historic resources, researching historic preservation tools, conducting a variety of focus group and community meetings as well as working with the Steering Committee and public officials This project would enable the community to answer the following questions • What buildings, sites and districts in Fort Worth are historically significant? • What are the community's priorities for historic preservation? • How do property owners and the general public benefit from the preservation of these historic resources? • How should our community, through the public and private sectors, promote the preservation of historic resources? • How should our community balance historic preservation against other competing goals, such as those relating to public safety, economic development, affordable housing, mobility, and the protection of property rights?
