ORDINANCE NO. /
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE SPECIAL ASSESSMENT DISTRICT FUND IN THE AMOUNT OF $83,453 FROM
AVAILABLE FUNDS FOR THE PURPOSE OF PROVIDING FLSCAL YEAR 2002-2003
FUNDING FOR IlVIPROVEMENT DISTRICT NO. 7; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCII. OF THE CITY OF FORT WORTH, TEXAS
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year 2002-2003 and in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Spacial Assessment
District Fund in the amount of $83,453.00 from available funds for the purpose of funding the public improvements and
services for Fort Worth Public Improvement District No. 7
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and
effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 14819 and all older ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby
expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained.

SUBJECT BENEFIT HEARING FOR FORT WORTH PUBLIC IMPROVEMENT DISTRICT NO 7
(HERITAGE AREA), ADOPTION OF APPROPRIATION ORDINANCE AND LEVYING
OF ASSESSMENTS FOR FISCAL YEAR 2002-2003
RECOMMENDATION
It is recommended that the City Council
Hold a benefit hearing on September 10, 2002, concerning the proposed property assessments for
Fort Worth Public Improvement District (PID) No 7 (Heritage Area) for FY2002-2003, and
2. Close the benefit hearing, and
3 Adopt the attached ordinance which levies the proposed assessments, and
4 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by
$83,453 in the Special Assessment District Fund from available funds
DISCUSSION
On August 27, 2002 (M&C G-13713), the City Council approved certain improvements and/or services
to be provided in Fort Worth PID No 7 during FY2002-2003 The City Council also adopted the
proposed assessment roH and provided notice of this benefit hearing The improvements to be
provided and the costs a.re as follows

*The $160,870 difference between costs and assessments includes $25,169 in direct payments from
the City for mowing public areas, which was appropriated from the General. Fund balance by the City
Council on August 27, 2002 (M&C G-13713), a $111,701 subsidy from Hillwood Development
Corporation, and a $24,000 subsidy from builders assessments
All costs of improvements shall be assessed against private property located in the District and the
owners of the property The City Manager has filed with the City Secretary's Office a proposed
assessment roll and an estimate of the assessments against each parcel

OF ASSESSMENTS FOR FISCAL YEAR 2002-2003
Based on the appraised value of the property, and considering the benefts to be received. from the
proposed improvements, it is the opinion of the City staff that each parcel of property will be enhanced
in value by an amount equal to br more than the proposed assessments upon completion of the
improvements in accordance with the PID No 7 management contract between the City and Premier
Communities
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon adoption of the attached ordinances, funds will be available in
the FY2002-2003 operating budget, as appropriated, of the Special Assessment District Fund
