HomeMy WebLinkAboutOrdinance 15036r .~~~ Ordinance No. ~~-'" AN ORDINANCE INCREASING ESTIMATED RECEIl'TS AND APPROPRIATIONS IN THE CITY MANAGERS OFFICE BY $150,000 AND DECREASING APPROPRIATIONS IN THE LIBRARY DEPARTMENT BY $150,000 FOR THE PURPOSE OF TRANSFERRING THE UNEXPENDED FUNDS FROM THE LIBRARY DEPARTMENT TO THE CITY MANAGERS OFFICE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2001-02 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropnahons in the City Managers Office by $150,000 and decreasing appropriations in the Library Department by $150,000 for the purpose of transferring the unexpended funds from the Library Department to the City Managers Office. SECTION 2. That should any portion, section or part of a section of this ordinance be declared mvalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 14745 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Adopt the attached appropriation ordinance increasing appropriations by $979,306 in the Economic and Community Development Department, and decreasing appropriations in the City Manager's Office by the same amount; and 2. Authorize the transfer of expenditures in the total amount of $440,058 from the City Manager's Office to the Economic and Community Development Department, along with the transfer of $440,058 in encumbered appropriations to establish a total budget for the new Economic and Community Development Department for FY2001-2002 in the amount of $1,419,364, and 3 Adopt the attached appropriation ordinance increasing appropriations by $150,000 in the City Manager's Office, and decreasing appropriations in the Library Department by the same amount. DISCUSSION On January 22, 2002 (M&C G-13500), the City Council established the Economic and Community Development Department. This action combined the City's Economic Development Office, the International Center, the Business Assistance Center and other similar projects and initiatives that were overseen separately by the City Manager's Office Funds within the City Manager's Office previously appropriated to these divisions and offices in the FY2001-2002 budget totaled $1,419,364 Expenditures totaling $440,058 have been incurred by these divisions and offices against the City Manager's Office budget since the beginning of the fiscal year As allowed by the City Charter, the unencumbered appropriations and unexpended funds totaling $979,306 will be transferred to the new department, creating a departmental budget for FY2001-2002 of $1,419,364 With the creation of the Economic and Community Development Department came the need to increase authorized positions The Economic and Community Development Department will increase its personnel by one position, a Community Development Manager Funding in the amount of $75,000 has been committed from the Community Development Block Grant (CDBG) This CDBG funding must be expended before June 1, 2002, when the CDBG program year ends Eligible expenses for these funds include, but are not limited to, personnel costs associated with the Community Development Manager, supplies, and network setup costs In addition, the department will relocate during the fiscal year, and CDBG funds will help offset these costs Y City of Fort Worth, Texas Mayor and Council Communication DATE 3/19/02 REFERENCE NUMBER G-13561 LOG NAME 17DEPT PAGE 2 of 2 SUBJECT APPROPRIATION ORDINANCE INCREASING APPROPRIATIONS IN THE ECONOMIC AND COMMUNITY DEVELOPMENT DEPARTMENT AND DECREASING APPROPRIATIONS IN THE CITY MANAGER'S OFFICE BY THE SAME AMOUNT, AND INCREASING APPROPRIATIONS IN THE CITY MANAGER'S OFFICE AND DECREASING APPROPRIATIONS IN THE LIBRARY DEPARTMENT In addition, an Assistant City Manager was hired in the City Manager's Office to oversee economic and community development activities within the City Funding for this position will come from the Library Department in the amount of $150,000, as well as projected savings in the City Manager's Office for the remainder of FY2001-2002.
