AN ORDINANCE APPOINTING GERALD A. BATES, SYDNEY
BECKMAN, CHARLES F. BERGER, YOLANDA A. BERNAL, DOUGLAS
CLARK, JR., ANN Y. COLLINS, FAYE HARDEN, NEMUEL E. PETTIE,
JAMES E. PRITCHARD, INGRID S. STROMBERG, PATRICIA L.
SUMMERS, AND EDWARD B. VALVERDE AS SUBSTITUTE
MUNICIPAL JUDGES FOR A ONE YEAR TERM COMMENCING
APRIL 1, 2002 AND ENDING MARCH 31, 2003 OR UNTIL A
SUCCESSOR IS QUALIFIED AND APPOINTED IN ACCORDANCE
WITH STATE LAW, PROVIDING A SEVERABILITY CLAUSE; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECTION 1
That Gerald A. Bates, Sydney Beckman, Charles F Berger, Yolanda A. Bernal, Douglas
Clark, Jr., Ann Y Collins, Faye Harden, Nemuel E. Pethe, James E. Pritchard, Ingrid S
Stromberg, Patricia L. Summers, and Edward B Valverde be appointed as substitute Municipal
Judges for a one year term commencing April 1, 2002 and ending March 31, 2003 or until a
successor is qualified and appointed m accordance with state law
SECTION 2.
This ordinance shall be cumulative of all provisions of ordinances and of the Code of the
City of Fort Worth, Texas (1986), as amended, except where the provisions of this ordinance are
m direct conflict with the provisions of such ordinances and Code, m which event such
conflicting provisions of such ordinances and Code are hereby repealed.
SECTION 3.
It is hereby declared to be the intention of the City Council that the sections, paragraphs,
sentences, clauses and phrases of this ordinance are severable, and, if any phrase, clause,
sentence, paragraph or section of this ordinance shall be declared void, ineffective or
unconstitutional by the valid judgment or final decree of a court of competent jurisdiction, such
ineffectiveness or unconstitutionality shall not affect any of the remaining phrases, clauses,
sentences, paragraphs and sections of this ordinance, since the same would have been enacted by
the City Council without the incorporation herein of any such void, meffectrve or
unconstitutional phrase, clause, sentence, paragraph or section.
SECTION 4.
This ordinance shall take effect upon adoption.

SUBJECT ADOPT AN ORDINANCE APPOINTING MUNICIPAL JUDGES FOR A TWO YEAR
TERM COMMENCING APRIL 1, 2002 AND THE DESIGNATION OF THE CHIEF
JUDGE AND DEPUTY CHIEF JUDGE
RECOMMENDATION
It is recommended that the City Council adopt the attached ordinance appointing Ninfa L. Mares,
Steven C Willliamson, Larry E Reed, Sharon Newman-Stanfield, James D Rodgers, Jo Ann Reyes,
Alicia R. Johnson, Robb D Catalano, Gabriella K. Bendslev, Simon C Gonzalez and Brian W Salvant
as Municipal Judges for a two year term commencing April 1, 2002 and expiring March 31, 2004 or until
a successor is qualified and appointed in accordance with state law; and designate Ninfa Mares as
Chief Judge and Steven Williamson as Deputy Chief Judge
DISCUSSION
Chapter 30, Section 30 00006(b) of the Government Code under the Uniform Municipal Court Act
requires the governing body of the municipality to appoint its municipal judges by ordinance
Adoption of the attached ordinance would reappoint the current sitting Judges Ninfa L. Mares, Steven
C Willliamson, Larry E Reed, Sharon Newman-Stanfield, James D Rodgers, Jo Ann Reyes, Alicia R.
Johnson, Robb D Catalano, Gabriella K. Bendslev, Simon C Gonzalez and Brian W Salvant pursuant
to Section 30 00006(b) of the Government Code and designate the Chief and Deputy Chief Judge
pursuant to Section 30 00007 of the Government Code
On March 18, 2002, the Municipal Court Advisory Committee voted to recommend to the City Council
the above listed persons for reappointment as Municipal Judges, Chief Judge and Deputy Chief Judge
