AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GRANTS FUND IN THE AMOUNT OF $112,144, SUBJECT TO THE
RECEIPT OF THE GRANT FROM THE TEXAS DEPARTMENT OF HOUSING AND
COMMUNITY AFFAIRS FOR THE PURPOSE OF FUNDING THE SYSTEMS
BENEFIT FUND (WEATHERIZATION PIGGYBACK PROGRAM); MAKING THIS
ORDINANCE CUMULATNE OF PRIOR ORDINANCES IN CONFLICT HEREWITH,
AND PROVIDING AN EFFECTNE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECTION 1
That in addition to those amounts allocated to the vanous City departments for Fiscal Year 2001-02 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropnahons in the Grants
Fund in the amount of $112,144, subject to the receipt of the grant from the Texas Department of Housing
and Community Affairs for the purpose of funding the Systems Benefit Fund (Weatherization Piggyback
Program.)
SECTION 2.
That should any portion, section or pa{t of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdicfion, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 14745 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in duect conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

RECOMMENDATION
It is recommended that the City Council
Authorize the City Manager to accept additional funds from the Texas Department of Housing and
Community Affairs (TDHCA) from the Systems Benefit Fund grant program in the amount of
$112,144 for the period January 1, 2002, through August 31, 2002, and
~ 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $112,144, subject to receipt of the grant; and
3 Authorize the application of indirect costs at a rate of 12.02%, which represents the most recently
approved rate for this department.
DISCUSSION
The proposed funding of $112,144 represents additional weatherization funding made available
by TDHCA for the current grant period The Housing Department has been operating under the original
contracts, in the amount of $333,738, approved by the City Council on January 29, 2002 (M&C C-
18939)
The City has operated. a Weatherization Piggyback Program on a grant basis funded by TDHCA since
1982 The new Piggyback Program is called the Systems Benefit Fund The current .program year
covers the period. January 1, 2002, through August 31, 2002
The Systems Benefit Fund grant program is designed to "piggyback" on the state's weatherization grant
that .has been in place for several years The grant is made available through the Public Utility
Commission of Texas and TDHCA for clients that consume electricity These funds will be obligated in
the following manner
$39,922 for weatherization materials and labor; and
• $49,500 for refrigerators, and
• $22,722 for compact fluorescent lights and water savers (aerators)

The weatherization program has five components.
a) The program offers additional weatherization measures which will be performed in addition to
regular weatherization measures, and
b) The program offers energy efficient refrigerators which are installed when desired by our clients
(their refrigerators, when metered, must register as ahigh-energy user in order to qualify for
replacement), and
c) The program demonstrates, offers, and when desired by clients, installs water saving devices
for all participating clients These devices shall be offered free to all clients, and
d) The program demonstrates, offers, and when desired by clients, installs compact fluorescent
lights for all participating clients These devices shall be offered free to all clients, and
e) The program provides appropriate energy education for all participants This includes
information on how to read an electric meter, understand bills, and understand the savings
potential of using compact fluorescent lighting, efficient refrigerators, and water savings devices.
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval of the above recommendations and adoption of the attached
appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the
Grants Fund
