HomeMy WebLinkAboutOrdinance 15146- '~ r 6 " n r~/ Ordinance No. P AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $5,000,000, SUBJECT TO THE RECEII'T OF A GRANT FROM THE FEDERAL AVIATION ADMINISTRATION, FOR THE PURPOSE OF FUNDING THE EXTENSION OF RUNWAYS AT FORT WORTH ALLIANCE AIRPORT, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in additicn to those amounts allocated to the various City departments for Fiscal Year 2001-02 in the Budget of the City Manager, there shall also be increased estnnated receipts and appropriations in the Grants Fund in the amount of $5,000,000, subject to the receipt of a grant from the Federal Aviation Administration, for the purpose of funding the extension of runways at Fort Worth Alliance Airport. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, moperafive or void for any reason by a court of competent jurisdiction, such decision, opinion or Iudgment shall m no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 14745 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect upon adoption. APPROVED AS TO FORM AND LEGALITY Assistant City Attorne ADOPTED AND EFFECTIVE. 7 9- D Z .. .t City of Fort Worth, Texas Mayor and Council Communication DATE REFERENCE NUMBER LOG NAME PAGE 7/9/02 **G-13665 55GRANT 1 of 2 SUBJECT APPROVE AND ACCEPT A GRANT FROM THE FEDERAL AVIATION ADMINISTRATION IN THE AMOUNT OF $4,500,000 FOR THE EXTENSION OF RUNWAYS AT FORT WORTH ALLIANCE AIRPORT RECOMMENDATION It is recommended that the City Council Authorize the City Manager to apply for and accept, if awarded, a grant from the Federal Aviation Administration (FAA) in the amount of $4,500,000 for engineering, earthwork, grading and drainage work for the extension of runways at Fort Worth Alliance Airport; and 2 Authorize the use of land credits in the amount of $500,000 for the City's in-kind local match of 10% of the project cost; and 3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $5,000,000 subject to receipt of the grant. DISCUSSION On March 27, 2001 (M&C C-18528), the City Council approved the award of a contract to Carter and Burgess, Inc for Phase I Program Management Services in connection with the extension of the Alliance Airport primary and auxiliary runways to 11,000 feet. On September 18, 2001 (M&C G-13380), the City Council authorized the City Manager to accept a grant from the FAA in the amount of $6,523,141 for beginning engineering, earthwork, and related land acquisition for the runway extension project. This grant in the amount of $4,500,000 is the second award associated with the runway extension This grant would continue the engineering, earthwork, and land acquisi#ion that began under the previous grant.
