HomeMy WebLinkAboutOrdinance 15047J ~~ R' ~r Ordinance No I ~~~~ AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE WATER CAPITAL PROJECT FUND IN THE AMOUNT OF $209,691 AND THE SEWER CAPITAL PROJECT FUND IN THE AMOUNT OF $378,029.25 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING A CONTRACT WITH MCCLENDON CONSTRUCTION CO., INC. FOR RECONSTRUCTION OF GLEN GARDEN AVENUE, KINGSDALE DRIVE AND TIMBERLINE DRIVE, CONTRACT NO 25 WITH THE ASSOCIATED WATER AND SANITARY SEWER MAIN IMPROVEMENTS, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the vanous City departments for Fiscal Year 2001-02 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Water Capital Project Fund in the amount of $209,691 and the Sewer Capital Project Fund in the amount of $378,029.25 from available funds for the purpose of funding a contract with McClendon Construction Co. Inc. for reconstruction of Glen Garden Avenue, Kingsdale Drive and Timberline Drive, contract No 25, with the associated water and sanitary sewer main improvements. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 14745 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect upon adoption. APPROVED AS TO FORM AND LEGALITY Assis ity Attorney ADOPTED AND EFFECTIVE. ~ ~~ ~ D ~' ~ '" City of Fort Worth, Texas Mayor and Council Communication DATE REFERENCE NUMBER LOG NAME PAGE 3/26/02 **C-19018 30GARDEN __ 1 of 2 suB~ECT 'APPROPRIATION ORDINANCE AND AWARD OF CONTRACT TO~MCCLENDON~ CONSTRUCTION CO , INC FOR RECONSTRUCTION OF GLEN GARDEN AVENUE, KINGSDALE DRIVE AND TIMBERLINE DRIVE, CONTRACT NO 25, WITH ASSOCIATED WATER AND SANITARY SEWER -MAIN IMPROVEMENTS RECOMMENDATION It is recommended that the City Council 1 Authorize the transfer of $587,720 25 from the Water and Sewer Operating Fund to the Water Capital Project Fund in the amount of $209,691 00 and Sewer Capital Project Fund in the amount of $378,029.25, and 2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Water Capital Project Fund in the amount of $209,691 00 and the Sewer Capital Project Fund in the amount of $378,029.25 from available funds, and 3 Authorize the City Manager to execute a contract with McClendon Construction Co , Inc. in the amount of $1,076,469 85 for reconstruction of Glen Garden Avenue, Kingsdale Drive and Timberline Drive, Contract No 25, with associated water and sanitary sewer main improvements, with 200 working days for completion DISCUSSION The 1998 Capital Improvements Program included funds for the reconstruction of Glen Garden Avenue (Old Mansfield Drive to Stephen Lee Street), Kingsdale Drive (Rolling Hills Drive to Ellis Ranch Trail) and Timberline Drive (South Riverside Drive to South Dead End) The Water Department had determined that the existing water and sanitary sewer mains in these streets are in need of replacement prior to reconstruction The cost of replacing water and sanitary sewer mains will be funded by the Water Department. The street improvements include 6-inch lime stabilized subgrade and 5-inch HMAC (hot mix asphaltic concrete) pavement, driveway approaches, sidewalks and replacement of existing storm drains Bids were received on two alternates • Alternate A (asphalt) is for 5-inch HMAC over 6-inch subgrade with lime stabilization, and • Alternate B (concrete) is for 6-inch concrete over 6-inch lime stabilized subgrade Following the Engineering Department's comprehensive review of all submitted bid proposals, staff recommends Alternate A for street reconstruction ~- .. McClendon Construction Co , Inc. identified several subcontracting opportunities. However, the M/WBEs contacted in the areas identified did not submit the lowest bids The City's goal on this project is 29% This project is located in COUNCIL DISTRICT 8, Mapsco 91 D, 91 H, and 92A.
