AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GRANTS FUND IN THE AMOUNT OF $95,661 FROM AVAILABLE FUNDS
FOR THE PURPOSE OF FUNDING A CONTRACT WITH THE TEXAS
DEPARTMENT OF TRANSPORTATION TO OPERATE THE CLICK IT OR TICKET
STEP (SELECTIVE TRAFFIC ENFORCEMENT PROGRAM), MAKING THIS
ORDINANCE CUMULITIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH,
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECTION I
That in addition to those amounts allocated to the various City departments for Fiscal Year 2001-02 and in the
Budget of the City Manager, there shall also be increased estunated receipts and appropriations in the Grants
Fund in the amount of $95,661 from available funds for the purpose of funding a contract with the Texas
Department of Transportation to operate the Click It or Ticket STEP (Selective Traffic Enforcement Program).
SECTION 2.
That should any portion, secrion or part of a secrion of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way unpair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 14745 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

RECOMMENDATION
It is recommended that the City Council
Authorize the City Manager to execute a contract with the Texas Department of Transportation
(TxDOT) to operate the Click It or Ticket STEP (Selective Traffic Enforcement Program) on an
overtime basis in the amount of $95,661 (State $86,064 /City $9,597), and
2 Authorize this contract to begin March 1, 2002, and expire December 31, 2002, and
3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $95,661, and
4 Adopt the attached appropriation ordinance increasing appropriations in the State Awarded Assets
Fund by $9,597 and decreasing the unreserved, designated fund balance by the same amount; and
5 Authorize the transfer of $9,597 from the State Awarded Assets Fund to the Grants Fund for the
City's cash match, and
6 Authorize the City Manager to waive indirect costs in the amount of $15,962 since indirect costs are
not allowed by TxDOT
DISCUSSION
Seasonal problems in Texas regarding safety belt use are evident. These trends can be addressed by
focusing on the safety belt issues during peak holiday periods Therefore, the purpose of this program
is to conduct additional occupant protection enforcement during May and November holiday periods
Texas leads the nation in traffic fatalities In 1999, 3,519 people were killed and 339,448 were injured
on Texas streets and highways Many of these deaths could have been prevented if the victims in
these crashes had been wearing safety belts According to the National Safety Council, people wearing
safety belts have a 45% better chance of surviving a serious traffic accident, and a 50% better chance
of surviving without severe injuries
The State of Texas has had a Mandatory Use Law for safety belts since 1985 Since that time, Texas
has seen the use of safety belts increase to among the highest levels in the country In 2001, according
to the Texas Transportation Institute, Texas A&M University, the percent of Texas front seat occupants
restrained statewide was 76 1
The funding period for this program will begin on March 1, 2002 (or when all signatures are obtained on
the contracts), and expire December 31, 2002

The total contract cost of the Click It or Ticket STEP is $95,661 TxDOT will provide funds in the
amount of $86,064, and the City will provide $9,597 for retirement. The terms of the state contract do
not allow for reimbursement of the 11 46% retirement fringe benefit for the overtime personnel base
salaries, and so was not included in the contract total

TxDOT does not provide for any form of indirect costs, therefore, it will be necessary to waive these
charges in the amount of $15,962 for the Click It or Ticket STEP
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval of the above recommendations, funds wile be
available in the current operating budgets, as appropriated, of the State Awarded Assets Fund and the
Grants Fund After the above transfers, the fund balance in the State Awarded Assets Fund will be
$404, 517
