AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GRANTS FUND IN THE AMOUNT OF $205,350.26 SUBJECT TO THE
RECEIPT OF FUNDS FROM THE FEDERAL EMERGENCY MANAGEMENT
AGENCY (FEMA), FOR THE PURPOSE OF FUNDING THE EXPANSION OF THE
FIltE DEPARTMENT'S FIRE SAFETY EDUCATION PROGRAM, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH,
AND PROVIDING AN EFFECTIVE DATE.
BE TT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2002-2003
in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $205,350.26 subject to receipt of funds from the Federal Emergency
Management Agency (FEMA), for the purpose of funding the expansion of the Fire Department's Fire Safety
Education Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 14745 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to apply for aone-year grant for up to $~9AA'$205;3.50.26 to expand
the Fire Department, Fire Safety Education Program, and
2 Authorize the City Manager, subject to grant receipt, to enter into an agreement with the Federal
Emergency'ManagementRgency (FEMA) and adhere to grant specifications, and
3 Authorize the City Manager to waive the collection of actual indirect costs, 29 95% of grant award,
but recognize a like amount as in-kind contributions for a portion of the City's matching requirements
for this grant; and
4 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund up to ~~2-3;8AA $205,350.26 subject to receipt of the funds, and
5 Approve the use of $~88 $61,605.03 in in-kind donations
DISCUSSION
Currently the Fort Worth Fire Department provides fire safety education to the community with a variety
of mechanisms These include classroom instruction, presentations, characterization (safety clowns),
and distribution of informational literature at various schools, institutions, and events (such as May#~st
and Main Street Arts Festival)_
Additionally, the Fire Department currently sponsors the Smoke Alarm Program, in which smoke alarms
are distributed and installed free of charge throughout the community With a current budget of
$25,000 00, the Fire Safety Education Division is able to present Fire Safety Education productions to
60 Fort Worth schools and distribute 1,000 smoke alarms
The award of the FEMA Fire Prevention Grant will allow the Fire Department, Fire Safety Education
Division to expand and enhance its current programs The $~;1-A9 X143,745.18 requested award
would provide for an increased number of presentations, targeting ~9 127 of the 131 schools located

in Fort Worth Lastly, the Fire Department will double the number- of smoke alarms distributed
throughout the community and increase the number of partnerships with various community,
government, and private sector entities
