HomeMy WebLinkAboutOrdinance 15052 Ordinance No. ~ "C;'"`~' AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SPECIAL REVENUE FUND IN THE AMOUNT OF $80,025 FROM FUNDS RECEIVED FROM THE CITY OF BURLESON PURSUANT TO AN INTERLOCAL AGREEMENT FOR THE PROVISION AUTOMATED LIBRARY CIRCULATION AND RELATED SERVICES BY THE CITY OF FORT WORTH, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2001-02 in the Budget of the City Manager, there shall also be increased estnnated receipts and appropriations in the Special Revenue Fund in the amount of $80,025 from funds received from the City of Burleson pursuant to an interlocal agreement for the provision of automated library ciculation and related services by the city of Fort Worth. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way unpair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 14745 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropnations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect upon adoption. APPROVED AS TO FORM AND LEGALITY Assistant City Attorne ADOPTED AND EFFECTIVE. ~ ~~~ `~ OD< _,._. ~• City of Fort Worth, Texas Mayor and Council Communication DATE REFERENCE NUMBER LOG NAME PAGE 3/26/02 C-19026 84BURLESON 1 of 2 SUBJECT INTERLOCAL AGREEMENT FOR AUTOMATED ~LIBRARY~ CIRCULATION AND RELATED SERVICES BETWEEN THE CITIES OF~:FORT--WORTH AND Bl1RLESON~ AND ADOPTION OF RELATED APPROPRIATION ORDINANCE RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manager to enter into afive-year, renewable Interlocal Agreement with the City of Burleson for the provision of automated library services, and 2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Special Revenue Fund by $80,025 DISCUSSION On June 25, 1985 (M&C P-1777), the City Council approved the original purchase of an automated library system for the Fort Worth Public Library In planning for that system and its successors, provisions were made to give Fort Worth the ability to offer automated services to public libraries in the North Texas Regional Library System, other City departments, businesses, and other libraries in the area on acost-sharing basis On January 14, 1986 (M&C C-9463), the City Council approved an Interlocal Agreement with Haltom City to take advantage of sharing the Fort Worth library system The City of Keller joined the system in 1992, and the cities of Watauga and Richland Hills joined the system in 1998 The City of Benbrook's Library District became a client in 2001 All four cities and the Benbrook~ Library District have current Interlocal Agreements Under these agreements, the Fort Worth Public Library provides automated library services for these libraries on acost=sharing basis where each computer workstation is equal to one "share" in the system Included in the contract are reciprocal borrowing privileges for the patrons of the Fort Worth Public Library and those of the client libraries The City of Burleson desires to purchase library services from Fort Worth at this time Under this agreement, Burleson will pay a one time cost of $80,025 to purchase 13 shares, software, and services, and can purchase additional shares at a price determined at the time of purchase Burleson will also pay for all equipment installed in its facility Fort Worth will provide annual maintenance services for an additional fee, which may be adjusted from year-to-year Burleson's buy-in, includes first year maintenance costs The following years maintenance charge will be $15,009 All revenue from selling shares in the Library's automated system will be deposited in the Library Automated System Sharing Special Revenue Fund This account is reserved for future expansion of the Library's central site computer hardware and software City of Fort Worth, Texas Mayor and Council Communication DATE 3/26/02 REFERENCE NUMBER C-19026 LOG NAME 84BURLESON PAGE 2 of 2 suB~ECT INTERLOCAL AGREEMENT FOR AUTOMATED LIBRARY CIRCULATION AND RELATED SERVICES BETWEEN THE CITIES OF FORT WORTH AND BURLESON AND ADOPTION OF RELATED APPROPRIATION ORDINANCE FISCAL INFORMATION/CERTIFICATION The Finance Director certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, the Library Department, Administration Division will be responsible for the collection of revenue due to the City of Fort Worth and that all costs associated with this contract will be borne by the City of Burleson Therefore, there will be no cost to the City of Fort Worth JP.n Submitted for City Manager's FUND ACCOUNT CENTER AMOUNT CITY SECRETARY Office by: (to) GR03 467092 084840010000 $80,025.00 Joe Paniagua 6140 Originating Department Head: Gleniece Robinson 7706 (from) APPROVED 03/26/02 ORD.# 15052 Additional Information Contact: Gleniece Robinson 7706
