AN ORDINANCE INCREASING ESTIMATED RECEII''TS AND APPROPRIATIONS ~_..;,;j}`
IN THE GRANTS FUND IN THE AMOUNT OF $12,928,850 FROM AVAILABLE 4
FUNDS SUBJECT TO RECEIPT OF THE CONSOLIDATED ACTION PLAN GRANT, {.
FOR THE PURPOSE OF FUNDING THE 2002-2003 CONSOLIDATED ACTION ' J
PLAN; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE TT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECTION 1.
There shall be increased estimated receipts and appropriations in the Grants Fund in the amount of
$12,928,850 Rom available funds subject to receipt of the grant, for the purpose of funding 2002-2003
Consolidated Action Plan.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declazed invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance,. which said remaining provisions shall
be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 14745 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

APPLICATION FOR SUBMISSION TO THE U S DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT
RECOMMENDATION
It is recommended that the City Council
Approve the City's Consolidated Action Plan (CAP) grant application for submission to the U S
Department of Housing and Urban Development (HUD), and
2 Authorize the use of $625,000 in estimated program income from the interest earned and Revolving
Loan Fund, and
3 Authorize the use of $323,850 in-kind match from cash contributions and forgone fees, and
4 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount of $12,928,850 ($7,863,000 for Cammunity Development Block Grant
Program funds, $625,000 in estimated program income, $271,000 for Emergency Shelter Grant
Program funds, $3,048,000 for HOME funds, $323,850 in-kind match, and $798,000 for Housing
Opportunities for Persons with AIDS funds), subject to receipt of the grant; and
5 Apply indirect cost rates, as applicable, for the Grants Fund
DISCItSSION
In 1994, HUD put forth a new policy regarding .housing and community development activities carried
out by local jurisdictions, which requires jurisdictions to submit a CAP grant application The CAP grant
application is a document which combines the application and planning processes for the four major
HUD funding sources
• Community Development Block Grant;
• Emergency Shelter Grant Program,
• HOME Investment Partnerships Program, and
• Housing Opportunities for Persons with AIDS
On April 11, 2000, the City of Fort Worth submitted its Consolidated Plan to HUD which included a
Citizen Participation Plan, aThree-Year Strategic Plan, and an Action Plan detailing the funding use of
activities
Working cooperatively with non-profit organizations, school districts, and the private sector, City staff
was able to produce a Consolidated Plan which was both broad in scope and comprehensive with
respect to the inclusion of activities and funding sources outside the four grants listed above.

APPLICATION FOR SUBMISSION TO THE U S DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT
Each year, the City is required to submit a revised CAP grant application detailing the activities to be
funded by the four major funding sources The funding figures reflect the City's allocations and are
based on HUD's FY2002 formula allocations for the Community Planning and Development Programs
The CAP grant details the projected use of funds for the upcoming program year beginning June 1,
2002 to May 31, 2003 The CAP grant application will make the City eligible to receive grant funding for
the four HUD programs listed above At least 51 % of these funds will benefit low and moderate-income
citizens in the City of Fort Worth
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval of the above recommendations, adoption of the
attached appropriation ordinance, and receipt of the grant, funds will be available in the current
operating budget, as appropriated, of the Grants Fund
