SUBJECT ORDINANCE REVISING RETAIL WATER AND WASTEWATER RATES
RECOMMENDATION
It is recommended that the City Council adopt the attached ordinance, which revises retail water and
wastewater rates and provides an effective date of billing the new rates for usage on or after January 1,
2003.
DISCUSSION
Water Department staff conducted cost of service studies to establish proposed Fiscal Year 2003 water
and wastewater rates for the Fort Worth Water Department. To assist with decisions about allocation
costs on a "fair" and "equitable" basis to each customer class, an Informal Retail Customer Advisory
Committee (Committee) was formed consisting of eight members Membership included
representatives from neighborhood associations, commercial customers and large volume industrial
customers
A total of four meetings were conducted with the Committee members The responsibilities of the
Committee were to make recommendations to Fort Worth Water Department staff concerning the equity
of the rate structure
Based on the Committee's guidance, staff is recommending rates designed to recover the costs of
providing water and wastewater service to retail customers with an equitable distribution of the
adjustment among the customer classes The retail portion of the recommended revenue requirements
resulted in an increase of 0 93% for wastewater and 6 82% for water
Working with the recommendations of the Committee, a significant charge to the Residential Volume
Charge of the water rate structure is included in the proposed rates The addition of a new usage
block, and the associated adjustments to the current usage blocks, was made to promote efficient use
of water by the residential rate class
The Water Department proposes the following water and wastewater rates
