HomeMy WebLinkAboutOrdinance 14913i ;, , c ~~~ Ordinance No AN ORDINANCE INCREASING THE ESTIMATED RECEII'TS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $174,938 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING THE MINISTERS AGAINST CRIME VALUE-BASED CENTER, MAKING THIS ORDINANCE CUMULATNE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTNE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 2001-02 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $174,938 from available funds for the purpose of funding the Ministers Against Crime Value-Based Center SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 14745 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect upon adoption. APPROVED AS TO FORM AND LEGALITY i ssist t City orney ADOPTED AND EFFECTNE. ~ J O~ City of Fort Worth, Texas Mayor and Council Communication DATE REFERENCE NUMBER LOG NAME PAGE 1/3/02 **G-13477 35GRANT 1 of 2 SUBJECT COPS GRANT -MINISTERS AGAINST CRIME VALUES-BASED CENTER RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manager to accept a renewal grant award from the Office of Community Oriented Policing Services (COPS) in the amount of $174,938 for the Ministers Against Crime Values-Based Center for the period of February 1, 2002 through January 31, 2003, and 2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $174,938, and 3 Authorize the City Manager to waive indirect costs in the amount of $9,772 DISCUSSION The City of Fort Worth was one of six sites that were invited to apply for a new grant program from the Office of Community Oriented Policing Services (COPS) The title of the program was Values-Based Initiatives, and the program was built around the Ministers Against Crime project at the request of federal officials The original grant was for one year beginning October 1, 2000, and expiring October 31, 2001 Due to budget regulations the issuance date of the grant was July 1, 2000, and the COPS office extended the program to January 31, 2002 It was originally anticipated there would be no renewal funds, but the COPS office contacted the Police Department in late October 2001 and invited the City to apply for continuation funding The program is also expanding to 12 additional cities based upon the models established by the initial sites The continuation grant will continue the operation of the principal and satellite Ministers Against Crime Values-Based Centers at 4800 South Riverside Drive and 4216 Avenue G During this grant, the Police Department will be training new members and establishing the program based on Field Operations Division boundaries, attempting to expand to the south and west.
