HomeMy WebLinkAboutOrdinance 14951~ ~ ~~ ,. ~. `'k Ordinance No / ~~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $333,738 00 FROM THE AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING A CONTRACT WITH TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS TO PROVIDE WEATHERIZATION MEASURES IN TARRANT COUNTY, MAKING THIS ORDINANCE CUMULATNE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTNE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 2001-02 and m the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $333,738.00 from the available funds for the purpose of funding a contract with Texas Deparhnent of Housing and Community Affairs to provide weather~zation measures in Tarrant County SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 14745 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect upon adoption. SUBJECT ACCEPT WEATHERIZATION SYSTEMS BENEFIT FUND PROGRAM GRANT AND AWARD OF CONTRACT TO THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS TO PROVIDE WEATHERIZATION MEASURES IN TARRANT COUNTY RECOMMENDATION It is recommended that the City Council. Authorize the City Manager to enter into a contract with the Texas Department of Housing and Community Affairs (TDHCA) to accept $333,738 from the Systems Benefit Fund grant to provide weatherization measures on a minimum of 112 homes in Fort Worth and Tarrant County The homes must be occupied by low-income residents for the contract period of January 1, 2002, through August 31, 2002, and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $333,738 subject to receipt of the grant; and 3 Authorize indirect costs in accordance with City Administrative Regulation 3-15 at a rate of 12 02%, which represents the most recently approved rate for this department. DISCUSSION Since 1982, the City of Fort Worth has operated a Weatherization Piggyback Program on a grant basis funded by the TDHCA. The new Piggyback Program is called the Systems Benefit Fund (SBF) The current program year covers the period of January 1, 2002, through August 31, 2002, and the anticipated contract funding is $333,738 The SBF grant program is designed to "piggyback on the states weatherization grant that has been in place for several years This grant is being made available by the Public Utility Commission of Texas and the TDHCA for clients that consume electricity, and it has five components a) The program offers additional weatherization measures which will be pertormed in addition to regular weatherization, and b) The program offers energy efficient refrigerators which are installed, when desired, by our client (their refrigerators, when metered, must register as ahigh-energy user in order to qualify for replacement), and c) The program demonstrates, offers, and when desired by clients, installs water saving devices for all participating clients These devices shall be offered free to all clients, and d The program demonstrates, offers, and when desired by clients, installs compact fluorescent City of Fort Worth, Texas Mayor and Council Communication DATE REFERENCE NUMBER LOG NAME PAGE 1/29/02 **C-18939 05WEATHER 2 of 2 SUBJECT ACCEPT WEATHERIZATION SYSTEMS BENEFIT FUND PROGRAM GRANT AND AWARD OF CONTRACT TO THE TEXAS DEPARTMENT OF' HOUSING AND COMMUNITY AFFAIRS TO PROVIDE WEATHERIZATION MEASURES IN TARRANT COUNTY lighting for all participating clients These devices shall be offered free to all clients, and e) The program provides appropriate energy education for all participants This includes information on how to read an electric meter, understanding bills, and understanding the savings potential of using compact fluorescent lighting, efficient refrigerators, and water savings devices. Program support costs may not exceed 15% of the total SBF funds expended on any one unit.
