HomeMy WebLinkAboutOrdinance 14956.r- .. w ORDINANCE NO / ~~~~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND BY $665,405 00 FOR THE PURPOSE OF FUNDING A GRANT FROM THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR THE COMPREHENSIVE ENERGY ASSISTANCE PROGRAM FOR PROGRAM YEAR 2002, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 2000/01 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund by $665,405 00 for the purpose of funding a grant from the Texas Department of Housing and Community Affairs for the Comprehensive Energy Assistance Program for program year 2002. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 14745 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $665,405, and 3 Appty indirect costs in accordance with the City's Administrative Regulation 3-15, at a rate of 26 19%, which is the most recently approved rate for this department, and apply the new rate when available DISCUSSION The City has been notified by the TDHCA with instructions to use the original FY2001 contract amount, $665,405, as a planning figure for the FY2002 Comprehensive Energy Assistance Program (CEAP) The CEAP for contract year 2002 has the following six components • Energy Crisis, • Elderly/Disabled Assistance, • Co-Payment Assistance, • Heating and Cooling Systems, • Direct Service Support; and • Case Management. The allocation is being made to address the needs of low-to-moderate income households in Tarrant County, who are paying a disproportionate amount of their total income to meet their heating and cooling needs All households at or below 125% of the Federal Poverty Income Level will be afforded access to the program All applicant households will be determined eligible according to the income guidelines and program procedures Benefit determinations include the household's income, household size, energy consumption and/or vulnerability of the household, and the availability of funds The Parks and Community Services Department will review all applications at the nine City-operated Neighborhood Resources Development Program Center facilities Payments for eligible clients will be made directly to the utility vendors and heating and cooling system repair companies of Tarrant County City of Fort Worth, Texas Mayor and Council Communication DATE REFERENCE NUMBER LOG NAME PAGE 2/5/02 **G-13511 80GRANT 2 of 2 suB.lECT ACCEPTANCE OF GRANT FROM THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR THE 2002 COMPREHENSIVE ENERGY ASSISTANCE PROGRAM AND ADOPTION OF RELATED APPROPRIATION ORDINANCE For program year 2002 the City is restricted to a rate of 5.27% for administrative costs, 6 33% for Case Management, and 5% for Direct Services Support. For the duration of the contract, the remaining funds will be used for Energy Crisis, Elderly/Disabled Assistance, Co-Payment Assistance, and Heating and Cooling Systems.
