DISCUSSION
The Texas Department of Health (TDH) provides grant funds to local health departments across the
state to provide essential public health services However, in response to local Public Health
Preparedness and Response for Bioterrorism, the focus of these funds has shifted
In addition to continuing the "Walk for the Health of It!" program that is currently funded by a TDH grant,
the Public Health Department will use these funds to achieve a scope of work aimed at identifying and
developing a strategic plan to improve public health capacity to respond to both emergency and
continuing public health threats
Public Health staff will still address the following essential health functions, as defined by TDH
• Inform, educate and empower people about health status, and
• Mobilize community partnerships to identify and solve health problems
A bilingual Health Educator will be hired to inform, educate and empower the local Hispanic community
regarding health disparities in areas of cardiovascular and other chronic disease prevention activities
This educator will continue promotion of the "Walk for the Health of It!" program by initiating walking
programs and educating citizens on the benefits of physical activity, aimed at reducing the incidence of
cardiovascular disease in our community This educator will also assist in the mobilization of
community partnerships to respond to emerging and existing public health threats to the community as
a whole
The waiver of indirect costs is requested due to the labor-intensive nature of this grant. The collection
