Ordinance No. /~/ v AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $40,000 FROM AVAILABLE FUNDS, _-- _-_--- .--_.___-_SUBJECT--'TO _GRANT RECEIPT,- FOR_THE_P_URPOSE.<.OE_FUNDING_.A GRANT FROM THE TEXAS DEPARTMENT OF HEALTH-OFFICE OF PUBLIC HEALTH PRACTICE, MAKING THIS ORDINANCE CUMiJLATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT' ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2001-02 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $40,000 from available funds, subject to grant receipt, for the purpose of funding a grant from the Texas Department of Health=Office of Public Health Practice. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall m no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 14745 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are m direct conflict with such other ordinances and appropnafions, in which instance said conflicting provisions of said pnor ordinances and appropriations are hereby expressly repealed. SECTION 4 Tlns ordinance shall take effect upon adoption. ROVED AST L A istant City ADOPTED AND EFFECTIVE. ,~/ ~ ~ ,~ City of Fort WoYth, Texas Mayor and Council Communication DATE REFERENCE NUMBER LOG NAME PAGE 7/16/02 **C-19155 50GRANT 1 of 2 SUBJECT APPROPRIATION ORDINANCE AND AWARD OF CONTRACT TO THE TEXAS DEPARTMENT OF HEALTH -OFFICE OF PUBLIC HEALTH PRACTICE FOR "000" LOCAL PUBLIC HEALTH SYSTEM DEVELOPMENT FUNDS THROUGH PREVENTIVE HEALTH AND HUMAN SERVICES BLOCK GRANT RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manager to apply for and accept, if offered, a grant in the amount of $40,000 from the Texas Department of Health -Office of Public Health Practice, and 2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by $40,000 in the Grants Fund upon receipt of the grant; and 3 Approve a waiver of the collection of indirect costs DISCUSSION The Texas Department of Health (TDH) provides grant funds to local health departments across the state to provide essential public health services However, in response to local Public Health Preparedness and Response for Bioterrorism, the focus of these funds has shifted In addition to continuing the "Walk for the Health of It!" program that is currently funded by a TDH grant, the Public Health Department will use these funds to achieve a scope of work aimed at identifying and developing a strategic plan to improve public health capacity to respond to both emergency and continuing public health threats Public Health staff will still address the following essential health functions, as defined by TDH • Inform, educate and empower people about health status, and • Mobilize community partnerships to identify and solve health problems A bilingual Health Educator will be hired to inform, educate and empower the local Hispanic community regarding health disparities in areas of cardiovascular and other chronic disease prevention activities This educator will continue promotion of the "Walk for the Health of It!" program by initiating walking programs and educating citizens on the benefits of physical activity, aimed at reducing the incidence of cardiovascular disease in our community This educator will also assist in the mobilization of community partnerships to respond to emerging and existing public health threats to the community as a whole The waiver of indirect costs is requested due to the labor-intensive nature of this grant.
